- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The requisition number is NWWA2000-8-27476 and this solicitation is being issued as a request for quotation (RFQ). The provisions and clauses in effect are hereby incorporated through Federal Acquisition Circular 2005-23. The NAICS code for this procurement is 518111. The purpose of this solicitation is to request Web caching services for the National Weather Service (NWS) websites for use during high demand conditions such as landfalling hurricanes, winter storms and tsunami events. The requirement is to outsource no more than 12 terabytes/month during the hurricane season with as little as 500 gigabyte/month during the non-event months for one or more web sites. The vendor shall provide on-line access to daily and monthly reports that report activity in terms of bytes, hits, and connections, for each high level site and for the overall NOAA requirement. The vendor?s proposal shall specify the basis for applying charges including whether charges are based on compressed or uncompressed content, and any volume discounts. The vendor must be available no less than 99.99% of the time and that average of the user response time as validated by an independent source is no worse than the average of the top 40 commercial web sites for a given month. The period of performance is one base year and (2) one year options. The services will be for over 500 web sites served by over 50 servers located at over a dozen locations. Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offerors?Commercial, applies to this acquisition. Far clause 52.212-2, Evaluation?Commercial Items, applies to this acquisition. The following factors shall be used to evaluate offers: technical, past performance, and price. Technical and price performance, when combined, are more importance when compared to price. Offerors must include a completed copy of the provision at Far clause 52.212-3, Offeror Representations and Certifications?Commercial Items. FAR clause 52.212-4, Contract Terms and Conditions?Commercial Items, applies to this acquisition.
