Description

The Naval Air Systems Command, Patuxent River, MD intends to negotiate and award a sole source contract with Logic S.p.A., of Milan, Italy for the retrofit of the engine condition control box, P/BCL 20-5 to the P/N BCL20-7 configuration. The engine condition control system performs engine power management and engine torques matching functions and is a flight critical item. This contract will incorporate changes into the engine condition control box internal circuit cards and retrofit circuit cards into Navy assets. Retrofit of approximately 500 Navy assets will be done at a minimum rate of 30 units per month. Retrofit will include repairs of the ECCB incident to incorporation of the mod kit. Modified assets are required to successfully pass acceptance test procedure and will be redesigned as BCL20-7. As the sole source designer, manufacturer, and integrator for the Engine Condition Control Box System, Logic S.p.A. is the only company that has the ability, resources, technology, and documentation necessary to modify, develop, produce, maintain, and support this system. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Note 22 applies.
