Description
This is a Sources Sought Notice for a commercial acquisition. The Government does not intend to award a contract on the basis of this Notice or reimburse the costs incurred by potential offerors in providing the information requested herein. In prep aration for an upcoming procurement, the U.S. Army Research, Development and Engineering Command (USA RDECOM), National Protection Center (NPC) is conducting market research to determine potential sources for planning, agenda development, execution, and su pport of conferences and expositions involving law enforcement personnel and critical national incidents information. The North American Industry Classification System (NAICS) code for this procurement is 561920, Convention and Trade Show Services. The small business size standard for NAICS code 561920 is $6.5 million. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. This is a request for interested potential offerors, specifically small businesses and/or others, to submit a brief, typed Capa bility Statement demonstrating how they plan to meet the requirements of this acquisition. The USA RDECOM is investigating an acquisition using a Cost Plus Fixed Fee (CPFF) type contract, with four (4) Optional Periods to satisfy requirements for the planning, agenda development, execution, and support of the 10th Annual Technologies for Critical Incident Preparedness Conference & Exposition (Conference). The purpose of the Conference is to provide the Department of Justice (DOJ), Department of Homeland Security (DHS), and the Department of Defense (DoD) the opportunity to highlight the technology and training tools currently available and being developed for the emergency responder community and to elicit responder technology requirements. It is anticipated that there will be an estimated 100 Speakers requiring Breakout Sessions, an estimated 1500 Attendees, and need for an Exhibit Hall for and estimated 150 Exhibits. The conference shall provide a forum for responders to discuss best practice s and exchange of information. The conference shall be planned to cover three (3) days, Tuesday through Thursday. It will bring together key leaders and decision makers - offering responders, business and industry, academia, and Federal, State, Tribal, a nd Local stakeholders a unique forum to network, exchange ideas, and collaboratively address critical incident technology and preparedness needs, protocols, and solutions. A draft Statement of Work (SOW) was previously published in the FedBizOps on 5 June 2007 at http://www.fbo.gov/servlet/Solicitation/R/USA/USAMC/DAAD16/USA-SNOTE-070605-006 Capability Statements shall be limited to no more than three (3) pages, 12 point font type, 8 1/2 x 11 pages. Standard brochures will not be considered a sufficient response to this notice. Submitted Capability Statements should include the following: (1) Name of vendor; (2) DUNS Number or CAGE Code; (3) Business Size; (4) Contact information (address, telephone, facsimile, e-mail); (5) Description of the c apabilities possessed for meeting this requirement; (6) Experience in conducting law enforcement / critical incident type conference for planning, agenda development, execution, and support for a conference of this size and complexity. All respondents sha ll be registered in the Central Contractors Registration (CCR) file, which may be accomplished via the Internet at http://www.ccr.gov Businesses shall submit an electronic copy of the requested information to Mr. Scott Ullery, Project Officer, via e-mail to Scott.g.Ullery@natick.army.mil No Later Than (NLT) 3:00 P.M. Eastern Standard Time (EST) 15 January 2008. No feedback will be provided regarding individual Capabilities Statements.
