Description
The purpose of this solicitation is to provide the Environmental Protection Agency (EPA), Office of Transportation and Air Quality's National Vehicle and Fuels Emission Laboratory (NVFEL), Advanced Technology Division with flexible engineering support related to the design, development, fabrication, and evaluation of bent-axis hydraulic pump motors and hydraulic hybrid vehicle systems. Advanced unique engine configurations and components, as part of a complete hydraulic hybrid powertrain, may also be designed and fabricated under this contract. The contractor shall provide all personnel, materials, services, equipment, and facilities to perform work as identified in the performance work statement. The Government anticipates the award of a cost plus fixed fee, level-of-effort ( LOE) type contract with a twelve month term and four twelve month options. The base level of effort will consist of 7,490 hours. In addition, options will be included to increase the level of effort by up to 26,215 direct labor hours during each period. The solicitation is subject to full and open competition, all responsible offerors may submit a proposal. The North American Industry Classification System (NAICS) code is 541330. Copies of the solicitation will be available to all offerors on the Internet. Offerors should visit EPA's Home Page (http://www.epa.gov/oam/cinn_cmd) for continuous update of the RFP's status. It is anticipated the solicitation will be available in late February. Note 26 applies.
