- Description
- Under the Diplomatic Security and Antiterrorism Act of 1986, the Bureau of Diplomatic Security (DS) of the Department of State (DoS) has a broad range of responsibilities that include protection of personnel and facilities both domestic and abroad. The Worldwide Personal Protective Services (WPPS) program is an effort by the Department of State to pre-plan, organize, set up, deploy and operate Contractor protective service details for the protection of U.S. and/or certain foreign government high-level officials whenever the need arises. In support of Diplomatic Security's protection responsibilities throughout Iraq, the High Threat Protection Division (HTP), Office of Overseas Protective Operations (DS/IP/OPO), has recently awarded a Task Order under one of its Worldwide Personal Protective Services (WPPS II) contracts. The Task Order provides for delivery of regional aviation services for security service hubs within Iraq, including aviation transportation services for Search and Rescue (SAR), Medical Evacuations (ME), transporting Quick Reaction Forces (QRF) to respond to incidents, and providing limited air transportation (AT) for Chief of Mission personnel to conduct official business. DS requires comprehensive in theater quality assurance (QA) support to monitor the performance of the aviation services contractor (ASC) and provide timely and effective input on the ASC's performance as it relates to contract compliance with the Aviation Support Task Order and WPPS II base contract to HTP. This function should be performed with emphasis on adaptability to changing situations within a combat theater in which all parties are required to engage in creative evolution of Tactics, Techniques and Procedures (TTP). The QA functions should include as a minimum oversight over the contractor's ability to receive, apply and distribute current TTP information. In this regard, the QA function adds responsibilities that are not traditional to the peacetime CONUS environment.
