Description
The Space and Naval Warfare Systems Center (SPAWARSYSCEN), Charleston, is soliciting information from potential sources to provide the following: The Assault Amphibious Vehicle has a requirement for six forward facing troop seating units. The seating must offer blast mitigation and be mounted on the bulkhead of the vehicle. The following requirements have been identified as threshold requirements for the AAV troop seating. Desired objectives/objective requirements have also been included in the purchase description. Industry is encouraged to obtain clarification on this purchase description during our market research. The intent of SPAWAR Systems Center Charleston is to issue a formal RFP in the next 30 days after market research has been conducted. The troop seating consists of the following requirements. AAV-TS-001 The AAV troop seating shall offer blast mitigation to increase the survivability of the occupant. AAV-TS-002 The AAV troop seating shall conform to the 95 percentile of Marines. AAV-TS-003 MIL-STD 1472F 5.7.3.4 AAV troop seating shall allow the user population to perform their mission functions without degradation of their performance capability in alertness, cognition, strength or dexterity and without significant or lasting pain or injury. AAV-TS-004 MIL-STD 1472F 5.7.3.4.1 Troop seating shall provide an adequate supporting framework for the body relative to the activities that must be carried out. Chairs to be used with sit-down consoles shall be operationally compatible with the console configuration. AAV-TS-005 MIL-STD 1472F 5.7.3.4.2 Troop seating seat pan and vertical adjustment. The seat pan shall have an adjustable height of 0-9 inches in increments of no more than 1 in each. It shall have an adjustability of 6 inches fore and aft. The seat pan shall have a 0 - 7?? adjustable tilt rearward. Seat pan and vertical adjustment must be operable with MOPP IV protective gear and arctic clothing. AAV-TS-006 MIL-STD 1472F 5.7.3.4.3 Troop seating seat pan shall be between 15 - 18 inches wide, and shall be not more than 16 in deep. The seat back shall be between 15 ??? 18 inches wide. The seat back height shall be sufficient to engage the lumbar and thoracic regions of the back, and shall support the torso in such a position that the operator's eyes can be brought to the "Eye Line" with no more than 3 inches of body movement. AAV-TS-007 MIL-STD 1472F 5.12.2.5 Troop seating seat padding. Seat padding shall be resilient enough to keep the operator's body from contacting the seat bottom during severe vibration. Seat padding made of foam-type material shall be adequately ventilated. Padding shall be designed to support adequate blood flow to and from the legs, absence of "pinching off" (by weight or pressure) of nerves and protection from bruising. AAV-TS-008 MIL-STD 1472F 5.7.3.4.4 Troop seating cushioning and upholstery where applicable, both the backrest and seat pan shall be cushioned with at least 1 inch minimum 3 inches preference of compressible material. AAV-TS-009 The AAV troop seating shall have armrests that will be rotatable for unhindered entrance and egress from the side. AAV-TS-010 MIL-STD 1472 5.7.3.4.5 Troop seating armrests shall be provided. Armrests that are integral with operators' chairs shall be at least 5 cm (2 in) wide and 20 cm (8 in) long. Modified or retractable armrests shall be provided when necessary to maintain compatibility with an associated console and shall be adjustable from 7.5 to 11 inches above the compressed sitting surface. Distance between armrests shall be not less than 18 inches. AAV-TS-011 (Objective Requirement) MIL-STD 1472F 5.7.3.4.7 Troop seating footrests shall be integrated in the design of the troop set. The footrest shall contain nonskid surfaces and shall be adjustable from 2.5 to 23 cm (1 to 9 in) above the floor, not less than 30 cm (12 in) deep, and 30 ??? 40 cm (12 - 16 in) wide. Footrest inclination shall be 25 - 30??. AAV-TS-012 MIL-STD 1472F 5.12.2.2 Adjusting troop seating vertical adjustment to a higher position shall also increase leg room and footrest angle. AAV-TS-013 MIL-STD 1472F 5.8.4.3 troop seating systems shall be designed to minimize the transmission of vehicle vibration to the occupant, avoid system resonances below 20 Hz, and minimize vibration in the operational frequency range of the vehicle. Where visual performance is critical, higher frequencies at the seatback and headrest shall be avoided. AAV-TS-014 (Objective Requirement) MIL-STD 1472F 5.7.3.1 AAV troop seating writing surface. A lateral, outboard mounted, retractable writing surface not less than 22 cm (8.5 in) wide and 28 cm (11 in) deep shall be provided integral to the troop seat. AAV-TS-015 FEDERAL MOTOR VEHICLE SAFETY STANDARDS AND REGULATIONS (FMVSS) Standard number 207 shall be adhered and tested to 280 lbs for standard requirements for troop seating, attachment assemblies AAV-TS-016 FEDERAL MOTOR VEHICLE SAFETY STANDARDS AND REGULATIONS (FMVSS) Standard number 209 and 210 shall be adhered to. (Objective Requirement) Troop seating shall use 5- Point Harness with quick release, integral into seat design, break away from arms and shoulder when released. Restraints shall have anti- submarine features. Restraint buckles shall provide reliable operation after long term exposure to dust, mud, moisture, and salt fog environments. Buckles and retractors shall have self- cleaning features (wipers, vents, etc.) and/or the capability of rapid cleaning without disassembly using compressed air, water jet, or steam. Restraints need to be able to accommodate 6000 lbs of force AAV-TS-017 The AAV troop seating shall be supported using bulkhead mounting brackets. AAV-TS-018 (Objective Requirement) AAV troop seating units shall be able to rotate 90 degrees, from forward facing, turning inboard. AAV-TS-019 The AAV troop seating shall have the ability to lock in place at any position from zero to 90 degrees. AAV-TS-020 AAV troop seating materials (including padding and cushioning) shall be compatible with hose-off cleaning, common cleaning materials, and steam cleaning. AAV-TS-021 AAV troop seat materials shall be rip and tear resistant, and be able to withstand long-term storage in outside storage AAV-TS-022 AAV troop seat materials shall be able to function and withstand long term exposure from -40 degrees F to 125 degrees F. AAV-TS-023 AAV troop seat materials, fasteners, and finishes shall be corrosion resistant. AAV-TS-024 AAV troop seat materials shall prevent static discharge to the occupants, cargo, or vehicle interior. AAV-TS-025 AAV troop seat materials shall be flame and fire resistant. AAV-TS-026 All vehicles have a 383 Green, chemical agent resistant coating, non-reflective paint for the exterior per MIL-DTL 53072. All vehicles interiors shall be painted the same color as the exterior color. Component parts on the interior of the vehicle shall be of the same standard color. AAV-TS-027 The AAV troop seating shall have storage pockets/pouch located on the seat back. AAV-TS-028 AAV troop seating weight limit of seating design shall be 55 lbs objective, 75 lbs threshold. This notice is for planning purposes only. It is anticipated that a solicitation will be issued for an indefinite-delivery, indefinite-quantity Firm-Fixed-Price, Commercial type contract issued under FAR Part 13.5. Firms are invited to submit any literature, brochures, and references necessary to support that they possess the required capabilities necessary to meet or exceed the stated requirements. There is a page limit of five (5) on data submitted. Responses shall be submitted via e-mail to SPAWARSYSCEN, Charleston, Jo Ann Lawless, at joann.lawless@navy.mil, Code 2.2.3JL. Responses must include the following: (1) name and address of firm; (2) size of business: average annual revenue for past three years and number of employees; (3) ownership: Large, Small, Small Disadvantaged, 8(a), and/or Woman- Owned; (4) number of years in business; (5) two points of contact, including: name, title, phone, fax, and e-mail address; (6) DUNS Number (if available); (7) affiliate information: parent corporation, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); (8) a list of customers covering the past 3 years; highlight relevant work including a summary of work performed, contract number, contract type, dollar value for each customer reference, and customer point of contact with phone number. Teaming partnerships and joint ventures envisioned under FAR 52.219-27 (c) and (d) for Service-Disabled Veteran Owned Small Businesses and FAR 52.219-3 (c) and (d) for HUBZone Businesses established to meet the provisions of FAR 52.219- 14 ???Limitations on Subcontracting??? should provide the information requested in items 1 through 8 above on each of the teaming partners. This market survey is for information and planning purposes and is not to be construed as a commitment by the government. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement.
