- This is a notice of intent, not a request for proposal. The U.S. Army Corps of Engineers, Walla Walla District, CENWW-CT, 201 N. 3rd, Walla Walla, WA 99362, intends to issue a sole source contract with the University of Idaho to conduct an a dult behavior and passage study on Chinook and Steelhead during the entire spring and summer spill season in 2008. The statutory authority for permitting other than full and open competition for this requirement, 10 U.S.C. 2304(d)(1)(b), and implemented b y FAR 6.302-1(a)(2)(ii)(B), which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirement; and when it is likely that an award to any other source may resul t in unacceptable delays in fulfilling the agencies requirements. This work requires highly specialized expertise in adult salmon and steelhead handling, tagging, and tracking with telemetry to provide information on migration characteristics and s urvival of adult fish as they approach and pass Little Goose Dam. These services include determining the dam approach paths, movements in the tailrace, and ladder entrance approach and passage of adult spring Chinook salmon and Steelhead through the adult fish ladders at Little Goose Dam relative to dam operations and river conditions. The required services also include the analysis and conversion of data for further evaluation and correlation to seasonal, operational, structural and other experimental co nditions as defined by the District. The Little Goose evaluation requires the ability of a contractor to obtain the necessary Endangered Species Act permits from NOAA Fisheries to handle adult salmon and steelhead. If a contractor with no history of handling and tagging adult Columbia and Snake River ESA listed stocks were to apply for an ESA permit, the process would take approximately 6 - 8 months for the permit alone, resulting in a delay of six to eight weeks and subsequent loss of data for spr ing-migrating adults. This delay is unacceptable and would not meet the needs of the government for this study. The contract proposed period of performance is for 16 months. If there are sources who feel they are able to perform the requirement, th ey must respond by submitting the following information. " Provide proof that they hold permits from NOAA Fisheries to handle adult salmon and steelhead. " Present verification that they conducted successful radio telemetry or other similar ( e.g. acoustic tag) research on adult salmonids on the mainstem Columbia and/or Snake Rivers in at least 4 of the last 10 years. Acceptable verification should include at a minimum two letters from past clients on company/agency letterhead, and/or a minim um of three samples of professional reports describing the contractors data and results that were published in professional journals or accepted by the Corps of Engineers or other salmon management agency involved with Columbia or Snake River stocks. < BR> " Demonstrate their ability to operate and maintain the adult fish trap at Ice Harbor Dam, and be capable of installing and maintaining all cable, antennas, buoys, or other necessary equipment at Little Goose Dam. The information obtained w ill be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls or facsimile transmissions will be accepted.
