Description
The United States Coast Guard, Maintenance Logistics Command Atlantic intends to issue a firm fixed price requirements contract for the purchase of 16-18 foot inflatable ice rescue boats to be used in the Great Lakes and New England regions of the United States. The contract will be awarded in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 13.5, Test Program for Certain Commercial Items. The period of performance will be one base period and two ordering periods. The Request for Quotations will be issued on or about January 24, 2008 via the Federal Business Opportunities (FedBizOps) web site at http://www.eps.gov. The RFQ number will be HSCG80-08-Q-C29072; hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor the FedBizOpps site for the RFQ release and all subsequent amendments if there are any. The RFQ will be issued as a 100% set aside for Small Business Concerns. The North American Industrial Classification Code (NAICS) is 336612, and the small business size standard is 500 employees. This acquisition for inflatable ice rescue boats will include one base year and two one year option years. The first six (6) hulls will be operated and evaluated to determine if they meet the Coast Guard?s needs. If it is determined that the first six meet the Coast Guard?s needs, the Coast Guard will consider ordering up to 54 additional boats. Boat Specifications Item 1: ? 16-18 foot inflatable rescue craft, Seawolf, or equal with tunnel hull design, UV A/B protected, of lightweight design, not to exceed 250 lbs without engine. ? Proven and used design ? Heavy duty transom able to handle/bear weight of an outboard engine of up to 90 horsepower ? Runners on bottom for use in transporting across ice. Runners/skirt should be renewable ? Six isolatable air/inflation chambers ? Minimum of one forward storage compartment ? Reinforced floor, heavy duty material that can be removed ? Side mounted handles to facilitate easy transport; four on each side ? Minimum 3000 lb rating capacity ? Hull color: international orange ? Hull block, black 3? in height numbers on port and starboard sides located on the forward part of the bow Trailer Specifications Item 2: Single axle DOT approved trailer of aluminum or galvanized metal to fit and transport the vessel with mounted outboard motor. Additional Items: ? FOB Destination. Boats to be delivered between the hours of 0800-1600 Monday through Friday to various Coast Guard destinations in the Great Lakes and New England regions of the United States. ? Training on operation of boat to be presented by manufacturer upon delivery of each boat(s). One training manual and one CD to be provided to Coast Guard POC at time of delivery. The use of brand name or equal purchase descriptions has been determined to be required to adequately meet the Governments technical requirements for the scope of work intended. Brand name products specified and identified above are known to be acceptable. All known physical or functional salient characteristics of the products specified as essential to the intended use are contained in the statement of work. Identification by brand name does not indicate a preference for the products mentioned but indicates the quality and characteristics of products that will meet the Governments needs. The government will award a firm fixed price contract resulting from the RFQ to the responsible quoter whose conformance to the RFQ will be most advantageous to the government, price and other factors to be considered, which will be identified in the RFQ.
