- Description
- Numbered Note 29 applies. Four projects are being solicited to relamp lighting fixtures in various buildings at Watervliet Arsenal. Total project is estimated between $500,000 and $1,000,000 total. Contractor will remove and replace various bulbs and clean fixtures and replace various fixtures. All fluorescent bulbs contain mercury and are hazardous waste. Contractor must follow hazardous waste disposal regulations. Contractor may utilize Government-owned bulb crusher located in building 145, up on completion of required training and presentation of hazardous waste handler's certificate. Drums to contain hazardous mercury waste must be performance-oriented packaging certified. Drums to be supplied by the government. Contractor may not keep used lamps at work site more than 3 days. Any ballasts not bearing the label -No PCBs- shall be considered PCB-contaminated and will be disposed of in drums at the dock of building 120. Transportation of bulbs is the responsibility of the contractor and may require hazardous waste transporter license. Disposal of non-PCB ballasts and old fixtures is the responsibility of the contractor. Contractor will comply with DOD, Army, Federal and State Health and Safety Requirements. Competent project manager is r equired to directly oversee the work. Estimated completion date is 120 days. Performance and Payment Bonds are required - 100 percent. Bid Bond is required - 20 percent. One site visit will be held on 12 Feb 2008 at 1000 hours EDST. Bidders must regis ter for site visit by E-mail or fax 518-266-4682 to Melanie Keith by 8 Feb 2008 at 1530 hours EDST - see FAR 52.236-27. This solicitation will be issued electronically, therefore hardcopies will not be provided. Upon release of the solicitation, it will be available on the Army Single Face to Industry (ASFI) at https://acquisition.army.mil and will be listed under Watervliet Arsenal. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders mailing list. It is therefore incumbent upon any interested parties to periodically access the above Internet address in order to obtain any amendments that may be issued. Failure to obt ain any said amendments and to respond to them prior to the date and time set for receipt of offers may render your offer nonresponsive and result in the rejection of same. In order to be eligible for award, the successful offerors Central Contractor Regi stration (CCR) and Online Certifications and Representations (ORCA) must be current. CCR is located at www.ccr.gov and ORCA can be accessed at https://orca.bpn.gov/. Invoicing will be accomplished electronically through Wide Area Work Flow at https://waw f.eb.mil/.
