- Description
- The U.S Department of Education (ED) intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. The proposed contract action is for The National Center for Education Statistics (NCES) in the Institute of Education Sciences. NCES's longstanding mission is to "collect, and analyze and disseminate statistics and other information related to education in the United States and in other nations." ED intends to award the International Association for the Evaluation of Educational Achievement (IEA), on a sole source basis. The IEA has mounted several major large-scale international assessments, most recently the Progress in International Reading Literacy Study (PIRLS) 2006 and the Trends in International Mathematics and Science Study (TIMSS) 2007. TIMSS is an international assessment that focuses on the mathematics and science knowledge and skills of fourth- and eighth-graders. PIRLS is an international assessment that focuses on the reading knowledge and skills of fourth-grade students. The International Association organizes both TIMSS and PISA for IEA, an international organization of universities and governments based in Amsterdam, the Netherlands. TIMSS and PIRLS have been designed to track changes in student achievement over time. TIMSS has been administered on a four-year cycle starting in 1995. There have been four cycles of TIMSS thus far (1995, 1999, 2003, and 2007). PIRLS has been administered on a five-year cycle starting in 2001. There have been two cycles of PIRLS (2001 and 2006). In 2007, 63 countries implemented TIMSS at the national level, at either fourth- or eighth-grade, or both. In 2006, 40 countries participated in PIRLS. The IEA maintains sole copyright of TIMSS and PIRLS, including but not limited to the assessment items and questionnaires. The proposed contract is to develop and implement the next round of TIMSS and PIRLS. Through this contract, NCES will work with the IEA to ensure the collection of high-quality data that can inform key U.S. education policy questions.
