Description
This announcement is a Market Survey/Request for Information. The applicable NAICS is 611430: Professional Development Training. The responses to this market survey will be used for information purposes only. The FAA is not seeking or accepting unsolicited proposals. BACKGROUND: The FAA is currently engaged in the development of a solicitation for the upcoming ATCOTS competition. We previously released the draft Performance Work Statement (PWS) and corresponding data item descriptions, and draft Sections L and M for Industry comment. We stated during the previously held Industry Day that we would solicit comment on a draft Section B, and that we may release other draft sections of the SIR in future announcements. GENERAL DESCRIPTION: Draft Section B of the ATCOTS solicitation is provided for Industry comment. The FAA is also releasing an updated draft Performance Work Statement (PWS) to facilitate Industry's review of the draft Section B. Interested vendors are requested to provide comments/questions and to make recommendations on all aspects of the draft Section B, including contract type (T&M, FFP, etc.), labor categories, CLIN nomenclature, etc. While our focus at this particular time is on Section B, we understand that vendors may need to refer to the draft PWS to explain or clarify their comments or recommendations to Section B. We do encourage comments that highlight or identify ambiguous areas in the draft PWS that relate to Section B as well. Section C.1.3 of the PWS describes the current training operations that occur at the FAA Academy and the more than 50 field facilities nationwide. The FAA is considering grouping facilities into a geographical classification by level and breaking out the labor categories by geographic location and size of facility. The FAA requests Industry comment on this approach and seeks industry opinion on the pros and cons of this approach. Also, please note the FAA comment for CLIN 0014 Program Management. The comment is intended to highlight desired feedback from Industry on this specific CLIN. The FAA requests all responses (i.e. questions/comments and recommendations) be provided in MSWord format. All responses should be submitted electronically not later than 3:00PM (EDT), January 28, 2007 to darryl.anderson@faa.gov. Please appropriately mark any proprietary information accordingly. All responses received by the FAA will be treated as Proprietary Information unless otherwise requested by the individual submitter. All interested parties are advised that the FAA will not pay for any information or any costs incurred that are associated with any submissions received from industry in response to this market survey. All costs associated with this market survey submission will be solely at the interested party's expense.
