- This synopsis/solicitation is posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. Vendors should regularly access the specified websites to ensure they have downloaded any and all amendments. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to purchase the following items limited to The Boeing Company and DRS Technologies: thirty-five each of p/n 9902-2550-3 Ethernet Input/Output Modules. The Boeing Company is located at: 3370 E Miraloma Ave, Anaheim, CA 92806-1911. DRS Technologies is located at: 485 Cayuga Rd, buffalo, NY 14225-1309. The Boeing Comp any and DRS Technologies are the only two known qualified manufacturing sources for the required Ethernet Input/Output Modules. The modules will provide AN/USQ-82 (V) hardware. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. All items shall be delivered and accepted FOB Origin. Delivery is required no later than 12 months after contract award. Items shall be Level A packaged. This solicitation number is N00178-08-R-2002 issued as a request for proposal (RFP). This solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 2005-23 (12/26/07), and DFARS Change Notice 20080110. The NAICS Code associated with this procurement is 334511. All offerors must include a completed copy of FAR 52.212-3 Offeror Representations and Certifications - Commercial Items, and DFAR 252.212-7000 Offeror Representations and Certifications with their quotes . 52.212-2 Evaluation - Commercial Items. (a)The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conformation to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) technical compliance of the items offered. (2) Price. The following FAR and DFARS provisions and clauses apply to this acquisition and are incorporated by reference: FAR 52.212-1 Instructions to Offerors - Commercial Items, FAR 52.212-4 Contract Terms and Conditions ? Commercial Items, and FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, subparagraphs (a)(1-2), (b)(1), (b)(7), (b)(16-22), (b)(24), (b)(29), (b)(31), (b)(36), (d) and (e) apply to this solicitation and are hereby incorporated by reference. Finally, DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, subparagraphs (a), (b) (252.225-7001), (b)(252.225-7012), (b)(252.227-7015), (b)(252.227-7037, (b)(252.232-7003), (b)(252.243-7002, (b)(252.247-7023, (b)(252.247-7024) and (c), and DFARS 252.204-7004, Alternate A; and DFARS 252.204-7001 Disclosure of Ownership or Control by the Government of a Terrorist Country, DFARS 252.232-7010 Levies on Contract Payments. The closing date for receipt of proposals is 2:00 p.m. (Eastern Time), 11 February 2008. Anticipated award date is 20 February 2008. THE GOVERNMENT WILL NOT ISSUE A WRITTEN REQUEST FOR QUOTATION AS ALL ITEMS ARE IDENTIFIED IN THIS NOTICE.
