- MARKET RESEARCH/REQUEST FOR INFORMATION SYNOPSIS The Marine Corps Warfighting Laboratory (MCWL) seeks to obtain information from sources capable of satisfying a requirement for providing contractor support services in assisting the MCWL Project Officer in the monitoring an Extended User Evaluation (EUE) for the Improvised Explosive Device Detector Dogs (IDD) effort. This request for information (RFI) is for informational purposes only and should not be construed as a commitment of any kind. Any information received, in whole or in part, may be used to create the resulting acquisition strategy for the proposed requirements. Responders will not be reimbursed for any information received and are encouraged not to provide proprietary data or business sensitive information as any information received may be used by the Government and/or released to the public. The Government is primarily focused on seeking suitable commercial sources to meet this requirement. Information on capable sources is sought for the follow requirements: The requirement is to provide the following: Contractor support service to the development of the optimum military working dogs with improved capability to seek out and find Improvised Explosive Devices (IEDs) in the Global War on Terrorism (GWOT) with Infantry and similar maneuver battalions, as prescribed by the MCWL IDD experiment. Contractor support services will include travel to IDD training site(s) and 29 Palms, CA as directed by MCWL?s IDD Project Officer. The support contractor shall assist the MCWL IDD Project Officer in the monitoring of dog selection, conditioning, training, certification, Handler training, and IDD maintenance prior to deployment for each group of dogs as prescribed by the protocols in the EUE. The support contractor shall assist the MCWL IDD Project Officer in the review of the IDD certification process. The support contractor shall assist the MCWL IDD Project Officer in the review of the Marine IDD Handler training and team integration for each applicable MV at 29 Palms. The support contractor shall assist the MCWL IDD Project Officer in coordination with the Tactical Training Exercise Control Group as directed. The support contractor shall assist the MCWL IDD Project Officer in the preparation of required certificates or reports to be submitted through the chain of command to the USMC MWD PM, DoD Executive Agent for MWD, DoD Armed Services Biomedical Research Compliance Committee, Institutional Animal Care and Use Committee (IACUC), Animal Welfare Act, or other local and or federal organizations as applicable. The support contractor shall assist the MCWL Project Officer in the preparation of the necessary Administrative reports and requests necessary to satisfy the requirements of the EA for MWD, DoD Armed Services Biomedical Research Compliance Committee, Institutional Animal Care and Use Committee (IACUC), Animal Welfare Act, and/or other local and federal organizations as applicable. The support contractor is required to have familiarity with DoD, federal, state, and local licensing, certification, approval processes and regulations. The support contractor shall be familiar with the requirements of the Association for Assessment and Accreditation of Laboratory Animal Care International (AAALAC), and provide input to the IDD Project Officer as needed to meet emerging requirements. The support contractor shall assist the MCWL IDD Project Officer in providing reach-back support to Battalions deployed with IDDs via use of SIPR net. The support contractor shall provide SME in the following areas as directly applicable to IDD operations: hunting dog bloodlines, hunting dog selection, hunting dog conditioning, hunting dog odor, hunting dog training, hunting dog employment, training Infantry Riflemen as novice IDD Handlers, and infantry tactics while using hunting dogs in combat. The Support Contractor shall provide a monthly In Process Review (IPR) to the IDD Project Officer. Sources capable of satisfying the above requirements should submit capability statements/expressions of interest providing the Government the necessary information to determine actual capability. At a minimum, this information should include: 1) identification of your company or organization, 2) your company's or organization's assertion of existing, full capability to meet proposed requirements, 3) business/contracts/marketing office point(s) of contact information, 4) notification of business size and/or special status and 5) any additional information that may be useful to the successful procurement of the requirements, if solicited. These expressions of interest shall adhere to a ten (10) pages submission limit, plus commercial marketing information or web links. All information should be submitted via email to Ira D. This market research announcement should not be considered a commitment of any kind by the Government and individual correspondence should not be expected in advance of any resulting pre-solicitation notice for the proposed requirements.
