Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED, AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is PR-NC-08-10175, and the solicitation is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-23. The associated North American Industry Classification System (NAICS) code is 541990 which has a $6.5 million dollar size standard, however, it is anticipated that the contract will be awarded as a result of full and open competition. The purpose of this notice is to inform all interested parties that the Environmental Protection Agency, Research Triangle Park, NC intends to award a Firm-Fixed-price purchase order as a result of this solicitation. Award will be made to a single contractor for all tasks. BACKGROUND: The Sector Policies and Programs Division (SPPD) in EPA?s Office of Air Quality and Management (OAQPS) is responsible for designing air pollution reduction programs for U.S. industrial sectors based on comprehensive understanding of key industrial sectors, their operations, economic profiles and capital planning cycles, as well as a broad array of opportunities for the incorporation of market based mechanisms. Accordingly, a techno-economic model is currently under development at SPPD to help analyze market-based emission reduction policies for industrial sectors. The current version of the model is nonlinear and its design allows for incorporating multiple industries within a multi-market, multi-product, multi-pollutant, and multi-region emissions trading framework. Currently, the model is populated with data on the U.S. cement manufacturing industry and efforts are underway to build in the needed data on the U.S. petroleum refining sector. THE CONTRACTOR SHALL PERFORM THE FOLLOWING TASKS: Task 1 - The contractor shall provide expert review and critique the emission trading model and provide recommendations to ensure that the underlying economic principles and their implementation in the model are sound and correct. The contractor shall provide written recommendations for the peer review of the EPA model. Deliverables - One electronic copy of a written technical memorandum summarizing review, recommendations and supporting documentation. Delivered within 60 calendar days of the contract effective date. Task 2 - The contractor shall provide expert review of the U.S. cement manufacturing emission trading framework in the model. Specifically, the contractor shall perform the following tasks: 2.1 The contractor shall review and give recommendations for developing appropriate algorithms for capacity expansion, technical renovation, plant retirements, and imports of various products for the U.S. cement manufacturing sector. 2.2 The contractor shall recommend the appropriate elasticity values for products in the U.S. cement manufacturing sector to be used in the EPA model. 2.3 The contractor shall provide recommendations for the incorporation of energy efficiency approaches for the U.S. cement manufacturing sector in the EPA model and for characterizing associated potential impacts on pollutant emissions. Deliverables - One electronic copy of a written technical memorandum summarizing review, recommendations and supporting documentation. Delivered within 90 calendar days of the contract effective date. Task 3- The contractor shall provide recommendations in developing the appropriate emission trading framework for the U.S. petroleum refining sector for the EPA model. Specifically, the contractor shall perform the following tasks: 3.1 The contractor shall review and give recommendations for developing appropriate algorithms for capacity expansion, technical renovation, plant retirements, and imports of various products for the U.S. petroleum refining sector. 3.2 The contractor shall recommend the appropriate elasticity values for products in the U.S. petroleum refining sector. 3.3 The contractor shall provide recommendations for the incorporation of energy efficiency approaches for the U.S. petroleum refining sector in the EPA model and for characterizing associated potential impacts on pollutant emissions. Deliverables One electronic copy of a written technical memorandum summarizing review, recommendations and supporting documentation. . Delivered within 150 calendar days of the contract effective date. Task 4 - The contractor shall review and provide recommendations to convert the current nonlinear model to a corresponding linear representation. After the incorporation of the recommendations by the EPA, the contractor shall review the model to ensure that the corresponding linear representation is correct. Task 5 - The contractor shall provide recommendations on modeling oligopoly or other appropriate market structures for the U.S. cement manufacturing and petroleum refining sectors. Task 6 - The contractor shall provide recommendations on modeling algorithms to allow inter-pollutant trading and developing trading ratios. Deliverables for tasks 4-6 - One electronic copy of a written technical memorandum summarizing review, recommendations and supporting documentation. Delivered within 270 calendar days of the contract effective date. REPORTING REQUIREMENTS: Deliverables shall be provided to the Project Officer with in an MS Word electronic format. The Contractor shall also deliver electronic copy of all supporting materials used in developing technical memorandums. Place of performance is the contractor's facility. Performance Period: Approximately 10 months from date of award. Evaluation criteria - 1. Technical Approach. The offeror shall submit a technical approach that demonstrates an understanding of the statement of work; proposed accomplishments by task, and conclusion for each task. Offeror shall have knowledge of General Algebraic Modeling System (GAMS) and have previous experience reviewing emission trading models and reviewing the economic principles underlying the emission trading model. 2. Past performance. Each offeror submitting a technically acceptable proposal shall be evaluated on performance under existing and prior (within the past 3 years) contracts/subcontracts/orders for services similar to that described in the Statement of Work for this requirement. Each offeror shall provide 3-5 references which demonstrate that you have previous experience performing similar work identified in the Statement of Work. Include telephone number, name of contact, description service provided, and date(s) service was performed. Past performance will be used for responsibility determinations and as a factor against which offerors relative rankings will be compared to ensure the best value to the Government. PRICE: Award will be made to the offeror whose offer represents the best value to the Government, price and other factors considered. Price each task separately. Technical capability and past performance when combined are significantly more important than cost and price. PAYMENT: Partial payment will be authorized upon acceptance and approval of each (final) deliverable. Contractor must provide a price for each deliverable separately. The government intends to award a Firm-Fixed Price contract to the responsible offeror whose proposal represents the best value to the government. Only offerors submitting technically acceptable proposals shall be considered for award.
