- This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is not a solicitation announcement. Requests for a solicitation will not receive a response. The Department of Veterans Affairs is issuing this Sources Sought Notice to gain knowledge of and determine the interests and capabilities of Service Disabled Veteran Owned Small Businesses (SDVOSB) firms and Veteran Owned Businesses with regard to an upcoming acquisition for construction services for Renovating a Dialysis Station at the Stratton VA Medical Center, Albany, NY. Responses to this notice shall include the following: (a) company name, DUNS number, Tax ID Number (b) address (c) point of contact (d) phone, fax, and email (e) number of employees as defined by the Federal Acquisition Regulation (FAR) part 19.101 and (f) the amount of annual receipts as defined by the Federal Acquisition Regulation (FAR) part 19. (g) the respondent must provide a capability statement that addresses the organizations qualifications and ability to perform as a prime contractor for the work described below (h) Proof of bonding capability of 1 million dollars signed by the bonding agent (i) copies of OSHA training cards of the prime contractor (j) a copy of the following certifications: Vet Biz Registration, Contractor Certification Registration (CCR) or OCRA registration (see below for web sites) (k) demonstrate in writing previous work in VA Hospitals with in the past year, give a short description of the scope of the project and how it relates to this project. Description: Provide all labor, equipment, tools, material and supervision to renovate approximately 1,500 sf on the D wing of the second floor of Building 1.Major items of work include: a. Demolition of both drywall and masonry/plaster walls, lay in ceilings and electrical and mechanical systems b. Abatement of asbestos containing material, primarily pipe insulation c. Layout of new walls, complete with doors and borrowed light windows d. Extensive mechanical systems including HVAC complete with DDC control, radiant heat, forced air heat, medical gases, reverse osmosis piping, new sinks, floor drains and water and drain plumbing e. Extensive electrical systems including fire alarm, nurse call, voice, data, reverse osmosis alarm, lighting and power f. New architectural installation and finishes including seamless flooring, walls, ceilings, doors, casework. Also included are renovations of 4 rooms outside the new Dialysis Unit for relocated functions. The work is adjacent to the Intensive Care Unit and dust control is critical. The work site must be accessed from outside the building via scaffolding for workmen and material. Magnitude of Construction: $500,000 to $1,000,000. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. The Government will not pay nor reimburse any costs associated with responding to this sources sought synopsis request. The Government will in no way be obligated to issue a solicitation or award a contract for the aforementioned work, and is providing this as information only. The Government will in no way be bound to this information if any solicitation is issued. Currently a total set-aside for Hubzone Small Business is anticipated. However, if response by Small Service Disabled Veteran Owned Small Business or Veterans' owned firms proves inadequate, the Hubzone Small Business will be determined. The North American Classification System (NAICS) code for this acquisition is 236220 ($31 million). All eligible firms expressing interest in being considered for any resultant solicitation must provide the all of the above information, along with the company and contact information listed in the opening paragraph. Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the Central Contractor Registration (CCR located on the web at www.ccr.gov) and VetBiz registry (located http://www.vip.vetbiz.gov/). It is desirable that any offeror complete their business Online Representations and Certifications Application (ORCA). All interested offertory should submit information by mail (Dept. of Veterans Affairs, Stratton VA Medical Center, 113 Holland Avenue, Albany, NY 12208. or e-mail, the subject line must have Sources Sought for Relocating Dialysis Project.
