Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is not a solicitation announcement. Requests for a solicitation will not receive a response. The Department of Veterans Affairs is issuing this Sources Sought Notice to gain knowledge of and determine the interests and capabilities of Service Disabled Veteran Owned Small Businesses (SDVOSB) firms and Veteran Owned Businesses with regard to an upcoming acquisition for construction services for Renovating a Computer Room at the Stratton VA Medical Center, Albany, NY. Responses to this notice shall include the following: (a) company name, DUNS number, Tax ID Number (b) address (c) point of contact (d) phone, fax, and email (e) number of employees as defined by the Federal Acquisition Regulation (FAR) part 19.101 and (f) the amount of annual receipts as defined by the Federal Acquisition Regulation (FAR) part 19. (g) the respondent must provide a capability statement that addresses the organizations qualifications and ability to perform as a prime contractor for the work described below (h) Proof of bonding capability of 5 million dollars signed by the bonding agent (i) copies of OSHA training cards of the prime contractor (j) a copy of the following certifications: Vet Biz Registration, Contractor Certification Registration (CCR) or OCRA registration (see below for web sites) (k) demonstrate in writing previous work in VA Hospitals with in the past year, give a short description of the scope of the project and how it relates to this project. Description: The existing Computer Center consists of the Main Computer Room, an office/work area, a Mechanical Room, and a Utility/Storage Room. These areas are to be incorporated into the Main Computer Room thereby expanding this space. Additionally, an adjacent Storage Room is to be annexed into the Computer Center and converted into an office. The mechanical and electrical systems are to be modified and upgraded. The Computer Center is not connected to the emergency electrical power generator system and is also part of this project. The work is to be performed in 2 phases and includes, but not limited to, the following: " Install an airtight construction barrier between the phase areas, from the concrete floor to the underside of the deck. " Asbestos removal - ACM Flooring, pipe/fitting insulation, aircell insulation panels. " Remove air handling unit from Mechanical Room. " Remove electrical in rear Utility/Storage Room. " Install outdoor fan coil units (5 ea.), electrical power, etc. and perform modifications to the existing 4th floor roof system as necessary. " Install glycol pipe from the 4th floor roof to the 6th floor Computer Center. " Perform selective architectural, mechanical/HVAC and electrical demolition. " Install raised access floor system. " Construct new 2-hour fire-rated column enclosures, and pipe chases, cut-out and install new door and ramp, tie-in new components with the existing finishes, mechanical/hvac systems, electrical system, fire alarm system, security system, etc. " Install additional air conditioning units. " Install Uninterrupted Power Supply units and all associated equipment in Computer Center. " Provide new electrical power supply system from Generator to the Main Core Sub-Basement Area via the Utility and C Wings. " Provide electrical power to the 4th floor roof hvac equipment from the sub-basement area. " Connect the Computer Center electrical system to eht emergency generator electrical system. Magnitude of Construction: $1,000,000 to $5,000,000. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. The Government will not pay nor reimburse any costs associated with responding to this sources sought synopsis request. The Government will in no way be obligated to issue a solicitation or award a contract for the aforementioned work, and is providing this as information only. The Government will in no way be bound to this information if any solicitation is issued. Currently a total set-aside for Hubzone Small Business is anticipated. However, if response by Small Service Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. The North American Classification System (NAICS) code for this acquisition is 236220 ($31 million). All eligible firms expressing interest in being considered for any resultant solicitation must provide the all of the above information,along with the company and contact information listed in the opening paragraph. Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the Central Contractor Registration (CCR located on the web at www.ccr.gov) and VetBiz registry (located at http://www.vip.vetbiz.gov/). It is desirable that any offeror complete their business Online Representations and Certifications Application (ORCA).
