Description
Concealable Body Armor (CBA) REQUEST FOR INFORMATION - Product Manager- Soldier Survivability (PM-SSV) is seeking information regarding the availability of Commercial-off-the-Shelf (COTS) and Government-off-the-Shelf (GOTS) Concealable Body Armor (CBA). This notice constitutes a Request for Information (RFI) only, THIS IS NOT A SOLICITATION, no award will be made for this effort at this time. BACKGROUND: PM-SSV is conducting a market survey to determine the availability of COTS, modif ied commercial products or GOTS that is tailorable (i.e. the Soldier will be able to add or subtract protection levels based upon the threat). The Army seeks Concealable Body Armor (CBA) solution(s)/system(s) that provides additional protection that is li ghter and more durable than the current stab and concealable body armor vests. After review and evaluation of industry's submissions, samples of the most promising candidates may be procured for the Soldier Protection Demonstration (field testing) to eval uate the efficacy of the products and determine suitability for Army use. DESCRIPTION: The CBA must be lightweight, flexible, and provide a comfortable and secure fit preventing the system from shifting and scissoring. The desired CBA system(s) must provide required protection levels for Soldiers as defined below: " Minimum area of coverage for a size Medium shall be: o Male, size 40 chest: 575 sq. inches o Female, size 36 bust: 524 sq. inches " Offer near zero visibility when wor n under uniform " Provide removable inserts that include protection from handgun and stab threats " Minimum weight " Provide a method of securing rifle protection inserts " Minimize thermal stress on the Soldier " Must not impede with Soldi er ability to perform normal duty activities " Be durable and maintainable For armor vests, the vest must have requirements described above and following ballistic resistance to 9mm, 124 gr. FMJ: " V50 @ 0 degree: 1525 ft/sec (min.) " V0 @ 0 degree: 1400 +50/-0 ft/sec (min.) " Back face deformation: 44mm (max.) At this time, PM-SSV is seeking sources, technical and product information for CBA. This market survey is for informational purposes only; this is not a Request for Proposal (RFP). All interested firms, regardless of size, are encouraged to respond to this RFI by submitting product literature, technical specifications, pertinent test data, cost, material safety data sheets (if applicable), and product availability. Responses are due 29FEB08. Please only submit information on products that are currently commercially available or products that are in the final stages of development and will be available for purchase and delivery NLT 31MAR08. (Prototypes must be demonstrated, and test data available, NLT 30APR08.) Products must comply with the Buy American Act and the Berry Amendment. Proprietary information will not be disclosed outside the US Government. The Government will not pay for information received in response to th is RFI and is in no way obligated by the information received. Inclusion in this RFI or the resulting database does not constitute Department of the Army approval for any product.
