Description
HERBICIDE APPLICATION SERVICES, WILSON LAKE, KANSAS. The U.S. Army, Kansas City Engineer District, (COE) intends to award a Firm Fixed Price Contract for herbicide application services at Wilson Lake, KS. The contract is for 1 base year, with 4 additional option years. The annual period of performance is seasonal, from 1 April through 30 September. The contractor shall provide the services to various predetermined sites at Wilson Lake, and comply with all Federal, State, and local laws, ordin ances, statutes and regulations pertaining to the provided services. THIS IS NOT A SOLICITATION. The solicitation is expected to be posted on or about 04 February 2008. The North American Industrial Classification System (NAICS) code for this pro ject is 561730, and the Standard Industrial Code (SIC) code is 0782. This solicitation is 100% set-aside for small business. The Small Business size standard is $6.5 Million. Bids will be accepted from all interested responsible and responsive parties . SELECTION CRITERIA: Per FAR 52.212-2, EVALUATION--COMMERCIAL ITEMS (JAN 1999): (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advanta geous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: The evaluation factors of Experience, Past Performance and Price will weigh equally in determining the best value to the Government ( b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unb alanced. Evaluation of options shall not obligate the Government to exercise the option(s). Along with their quotations, all bidders shall provide: 1. Experience & Equipment information 2. At least 3 references of past performance that include c ustomer names, customer contact information, contract numbers (if applicable), and periods of performance. HOW TO OBTAIN A COPY OF THE SOLICITATION: New procedures being implemented for U.S. Army Corps of Engineer solicitations will require that all potential offerors to include Prime Contractors, subcontractors, suppliers, plan rooms and printing companies register in CCR and FedTeDS in order to view or download solicitations. This solicitation, with plans, specifications, and any amendments, will be published in electronic format as an Electronic Bid Set (EBS) at the FedTeDS website, http://www.f edteds.gov.
