Description: The Iowa National Guard located in Johnston IA wishes to contract for construction services to Install New Windows Ops Building 254 at the 185 ARW/DE, Iowa Air National Guard Base, 2920 Headquarters Avenue, Sioux City, Iowa. The work includes, but i s not limited to, all materials, labor, tools, expendable equipment, utility and transportation services, and all incidental items necessary to perform and complete, in a workmanlike manner, the installation of new windows and frames which includes removal of brick, insulation, drywall, installation of new lintels, and relocation of any electrical conduit/receptacles. The base bid is the installation of three 8 X 5 windows and the ABI is for up to six additional 4 X 5 windows. The contractor will be r esponsible to seed and level damaged soil and grass. Project may require phasing to maintain daily operations. The construction/contract completion time is 59 days after receipt of the Notice To Proceed to include inspection and punch list. The North Ame rican Industry Classification System (NAICS) code is 236210, with a small business size standard of $31,000,000.00 average annual revenue for the previous three years. The magnitude of construction is between $25,000.00 and $100,000.00. A firm-fixed price contract will be awarded. Award will be UNRESTRICTED and is being made pursuant to the Small Business Competitiveness Demonstration Program (Ref: FAR 19.10). All responsible firms may submit an offer. The HUBZone preference IAW FAR 19.1307 applies. This project has been assigned Invitation for Bid (IFB) number, W912LP-08-B-0002. Interested offerors must be registered in the DOD Central Contractor Registration (CCR) database. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. All contractors and subcontractors interested in this project must register at this site. The plans and specifications will be available only from the Federal Technical Data Solution (FedTeDS) website on-line at https://www.fedteds.gov/. No telephone requests will be accepted. For security reasons all potential offerors, plan rooms, and printing companies are required to register in the Central Contractors Registration (CCR) and the Federal Technical Data Solution (FedTeDS) in order to view or download the plans or drawings from the web site. The IFB will be available on or about 12 February 2008. It is the potential bidders responsibility to monitor the Guards Internet site for the release of amendments (if any). Potential bidders will be responsible for downloading their own copy of the solicitation, plans, specification, and amendments (if any). The bid opening will be on or about 10:00 a.m. on 26 March 2008, at the 185 ARW/DE, Iowa Air National Guard, 2920 Headquarters Avenue, Bu ilding #220, Sioux City, Iowa. A pre-proposal conference will be held on or about 12 March 2008 at 10:00 a.m. at the 185 ARW/DE, Iowa Air National Guard, 2920 Headquarters Avenue, Building #220, Sioux City, Iowa. All interested contractors are encouraged to attend and follow base access requirements shown in the solicitation. A site visit will follow the pre-proposal conference.
