Description
Headquarters, Army Sustainment Command (ASC) is conducting a market survey  Sources Sought to identify qualified sources/ manufacturers of Global Positioning Based (GPS) systems for use at McAlester Army Ammunition Plant (MCAAP), McAlester, OK, with a capability of/for Implementation of a GPS Network that would facilitate the tracking of a variety of equipment in real-time or near real-time that is located within the physical confines of the McAlester Army Ammunition Plant (MCAAP). This installation covers more than 42,000 acres in rural, southeastern Oklahoma. MCAAP has specific operation needs to support the ammunition stock activity levels of primarily required war time stocks and minimal non-required stocks requiring demilitarization. Normal act ivity includes daily receipts/issues of training stocks, storage of war reserve stocks required in contingency operations and additional war reserve stocks to augment lower level tier installation power projection capabilities. MCAAP receive requisite lev els of storage support, surveillance, inventory, maintenance and demilitarization. The primary purpose of the GPS network is for Equipment Asset Visibility that will enhance controllability, manageability and tracking of these Assets. All associated eq uipment; servers etc. for this project will be physically located on the Plant. Hybrid (real-time and historical) Satellite and Cell tower Correlation will be considered. More than 722 different units of Plant equipment can be characterized as ei ther powered (example forklifts(311) , Locomotives(8), trucks & government Vehicles(140) etc.) or non-power (Railcars(204), Mil-vans & Trailers(59) etc.). MCAAP Equipment is located in areas of high and low temperatures swings and extremes of weather cond itions. GPS equipment must be able to work in all environments. GPS systems must be able to have minimal maintenance levels. Equipment that is non-powered will need GPS systems that can sustain long periods with out having direct contact for changing of batteries etc. Supplemental durable power systems such as solar cells are encouraged. Information/data received must be in a format that lends itself easily to graphical /visual displays such as via operations maps. This system must support the use of M ap Controls, Zoning and other map features. System (GPS equipment, servers and associated equipment needs to be tailored along with the (Software) to the needs of MCAAP due to the environmental (temperature ranges) and security requirements of the plant an d the Department of the Army. The core database must be SQL Based with the ability to produce, modify reports on the fly using Crystal Reports software. The Ammunitions Operations Center Database needs to be able to received and process location data of the tracked equipment. This system needs to have the ability to export data in formats not limited to XLS, TXT, CSV, tab, MDB. GPS information received will not be shared with other parties or collected and kept off site from MCAAP. All communications s ystems must have the ability to be secure. Updates and maintenance of the servers will be done by plant personal. System must be expandable and scalable to grow with the plant. Other functionality will be considered (Asset Tracking, Cargo Security, Carg o health monitoring, Motion triggered reporting capable, GeoFencing. Security etc). Information should include past performance history on similar systems, fully explaining the tracking functions of these systems.
