Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO in unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The North American Industry Classification (NAICS) Code is 541330 with a $25M size standard. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to enter into a cost-plus-fixed-fee type contract on a sole source basis with Millennium Engineering and Integration Company (MEI), Crystal Park 3, 2231 Crystal Drive, Suite 711, Arlington, VA 22202-3724. The resulting contract will provide for a five year period of performance with anticipated labor efforts for the first contract year of 7 ma n-years and varying levels of support for the remaining effort to provide for a total of 39 man-years. This requirement will obtain technical and analytical expertise in support of the Aegis Ballistic Missile Defense (Aegis-BMD) Program, other related Standard Missile (SM) programs and technology and integration. This support will be focused on 1) hardware integration and test support, 2) NSWCDD Aegis BMD program office support, 3) lethality and weapons effectiveness support, 4) Aegis BMD telemetry and MDS support, 5) technology development, transition and integration, 6) IR seeker and Semi-Active LASER technology support, 7) systems engineering support. Numbered Note 22 applies to this acquisition. MEI is currently the only source that can meet all Navy work requirements and the rigorous timelines established for Aegis-BMD Program execution and delivery. MEI offers extensive experience and unique knowledge as a key developer of the Aegis-BMD Program. The Request for Propos al Number is N00178-08-R-2008. FOB Destination provisions apply. The a nticipated issue date for the solicitation is early February 2008, and will be available on the Federal Business Opportunities webpage, the NECO webpage, both noted above, and the NSWCDD Procurement Business Opportunities website: http://www.nswc.navy.mil/SUPPLY/. All responsible sources may submit a proposal which shall be considered by the agency. NSWCDD Procurement Division has implemented Electronic Commerce (EC) in the acquisition area; therefore, this synopsis and any applicable amendments will be available on the World Wide Web at the above websites. Hardcopies will not be provided. Vendors should regularly access the any of the above websites to ensure they have downloaded all amendments.
