Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The National Gallery of Art intends to award a firm fixed-price contract for all the materials and services required to replace 19 insulated glass panels located in the Gallery's East Building Exhibition Lobby and one (1) insulated glass panel in the 5th floor corridor of the East Building. This requirement includes the replacement of all sealant and attachment systems required to secure the new insulated glass panels and provide a weather-tight seal between the interior and exterior spaces. 18 of the glass panels on the South wall of the East Building are each 58"(w)x 116"(h)x 1.25" (d). One larger panel is 72" x 116" x 1.25". Further specifications regarding the panels, seals, and related requirements are contained in the RFQ's Statement of Work, which shall be made available upon request submitted to the primary contact listed in this synopsis. A MANDATORY SITE VISIT is scheduled for February 13, 2008 at 10:00am. All vendors interesting in satisfying this requirement for the Gallery must attend the site visit and shall meet Gallery personnel at: National Gallery of Art, West Building Service Entrance (on the East side of the building), 6th Street and Constitution Ave., Washington, DC 20004 at the date and time specified above. The solicitation documentation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-23. FAR provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. FAR 52.212, Evaluation-Commercial Items, is applicable to this acquisition. The factors used in evaluating quotes will be (1) Technical Expertise, (2) Cost, and (3) Past Performance, each of which will be weighted approximately equally. The vendor submitting a quote is responsible for providing information in its quote sufficient to allow the Gallery to evaluate the quote using these three evaluation factors. The vendor's quote must include pricing for the Base portion of the work, as well as for the two Alternates. The vender's total price for the Base and Alternates will be considered in the evaluation. All vendors submitting quotes in response to this RFQ must also include accurate contact information for three (3) references that can provide the Gallery with a relevant and accurate description and evaluation of the vendor's past performance in providing similar services to those described in this RFQ and the statement of work. The services provided for each reference must have been provided by the vendor within the past 5 years and the services provided for each reference must be similar to the work described in the Statement of Work. All vendors who submit a quote must include a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with their quote. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, which incorporates by reference, the following FAR clauses: 52.203-6 Restrictions on Subcontractor Sales to the Government (Alt 1, OCT 1995); 52.219-6, Notice of Total Small Business Set-Aside (JUN 2003); 52.222-41, Service Contract Act of 1965 (NOV 2007); 52.222-44, Fair Labor Standards Act and Service Contract Act--Price Adjustment (Feb 2002) (29 U.S.C. 206 and 41 U.S.C. 351, et seq.); 52.222-51, Exemption from Application of the Service Contract Act to Contracts for Maintenance, Calibration, or Repair of Certain Equipment--Requirements (Nov 2007) (41 U.S.C. 351, et seq.); 52.222-53, Exemption from Application of the Service Contract Act to Contracts for Certain Service--Requirements (Nov 2007) (41 U.S.C. 351, et seq.). By submitting a quote in response to this RFQ, the vendor warrants that any goods or services provided to the Gallery in satisfaction of this requirement are fit for the ordinary purposes for which they were designed, as well as the particular purpose(s) specified in the RFQ, and any additional purposes as represented by the vendor. All responsible sources may submit a quotation by mail, FAX, or e-mail, which shall be considered by the Gallery.
