Description

The Bureau of Reclamation, Pacific Northwest Regional Office, intends to negotiate one sole-source contract for Streamgaging Services in the Rogue River Basin Water Monitoring and Measurement Program in the Rogue River Basin Project, state of Oregon. One contract will be negotiated with Jackson County Oregon Watermaster, District 13. The NAICS code for this requirement is 924110, Administration of Air and Water Resource and solid Waste Management Programs and the small business size standard is not applicable as Reclamation has determined, under the authority of FAR 6.302-1, that only Jackson County Oregon Watermaster possess the unique qualifications for these services for Bureau of Reclamation lands in Oregon. Jackson County owns the high-dollar, high-tech gaging stations and the equipment at the stations. They will not allow anyone other than their extensively trained personnel to access their stations or equipment. The unique source determination is based on the following: (1) Reclamation's mission includes management of water resources for irrigation and power generation; (2) Reclamation requires continuous record streamflow data for the subject river basins to support mission accomplishment; (3) Jackson County has in-place streamgaging recorder stations capable of providing the required data; (4) this action continues an established cost sharing arrangement between Jackson County and Reclamation to acquire critical data required for effective administration of both Jackson County and Reclamation programs; (5) alternatively, the U.S. Geological Survey could provide the required services, but at a significant increase in cost. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this announcement will be considered by Reclamation. A determination by Reclamation not to compete this proposed contract based upon responses to this notice is solely within the discretion of Reclamation. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
