Description
The Naval Air Systems Command, Headquarters Division, Patuxent River Maryland intends to award an Indefinite Delivery Indefinite Quantity contract to McDonnell Douglas Corporation, a wholly owned subsidiary of the Boeing Company, for the Advanced Mission Computer and Displays (AMC&D) Systems Support Activities (SSA) for Fiscal Years 2008 through 2010. The IDIQ will consist of both Cost Plus Fixed Fee and Time and Materials task/delivery orders for repair of AMC&D Engineering and Manufacturing Development (EMD) Test Assets (domestic and allied), development of EMD hardware to support integration efforts for Operational Flight Program (OFP) upgrades, and prototypes to demonstrate technical feasibility of proposed new or modified components being replaced as a result of obsolescence. This contract will include engineering support for system software investigations, aircraft integration, and studies of future integration and obsolescence redesigns at the system level. The engineering support will include, but is not limited to, engineering investigations, OFP code training, repair investigations, engineering change proposals, integration and testing, spare and repair parts, engineering technical support, obsolescence management and potential requirements definition for F/A-18E/F/G aircraft roadmap capabilities that are beyond current mission system computer capabilities. This acquisition is being pursued on a sole source basis under the statutory authority 10 USC 2304 (C)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, ?Only One responsible source and no other supplies or services will satisfy agency requirements.? Boeing is the sole developer and integrator of the AMC&D system, which is a GFE product to the F/A-18E/F/G and AV-8B aircrafts; no other supplier has the knowledge, capability, or technical expertise to perform the tasks associated with this sustaining systems-level activity procurement. Only Boeing has both expertise and integration facilities to effectively develop proposed modifications to existing configurations in support of existing platform aircraft roadmap capability requirements. This is an announcement only regarding a sole source acquisition. While this notice of intent is not a request for competitive proposals, interest parties may identify their interest and technical capability to respond to this requirement and may submit information which will be considered by the Naval Air Systems Command.
