Description
NASA/MSFC plans to issue an Invitation for Bids (IFB) for PROJECT TITLE: ?THERMAL PROTECTION SYSTEM (TPS) DEVELOPMENT FACILITY PHASE I (Building 4765)? PROJECT DESCRIPTION: This project consists of providing the labor, equipment, and materials for making building modifications to permit the installation of a Spray Cell/Control Room/Equipment Room (to be provided by others) within the existing building boundaries. This equipment is envisioned to be stand alone cells requiring connection to the building utilities. Other modifications will include constructing a new control room, cold storage room, and dispensing room within the existing structure. A new mezzanine space will be constructed to house the Spray-on Foam Insulation (SOFI) HVAC. The order of magnitude for the procurement is $1M to $5M and the effort shall be completed within 270 calendar days after notice to proceed. All packages requested must be in writing and contain the Company Name, Address, and Phone/Fax numbers. Request for IFB packages should be made to the below listed personnel. Safety records of the prime contractor and subcontractor will be a consideration at award time and the prime contractor must have an EXPERIENCED MODIDIFICATION RATING (EMR) of 1.0 or less and proof included within the bid package. The prime subcontractors EMR rating shall be no more than 1.1. Requests for IFB packages will not be accepted less than 10 days prior to bid opening. Award of this project is contingent upon the availability of funds. This procurement will be a full and open Competition. The NAICS Code and small business size standard for this procurement are 236210 and $31M, respectively. The anticipated release date of the IFB is on or about February 14, 2008, with an anticipated offer closing date of on or about March 18, 2008. The firm date for receipt of bids or proposals will be stated in the IFB. All responsible sources may submit a bid which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet, [with the exception of the specifications and drawings] (compact disk containing specifications and drawings will be sent to those requesting IFB packages providing the correct company information). These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA/MSFC Business Opportunities page is http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=62 Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Any referenced notes may be viewed at the URLs linked below. The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. All contractual and technical questions must be submitted in writing. Telephone questions will not be accepted.
