- THIS AMENDMENT CHANGES THE RESPONSE DATE. This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation WILL NOT be issued. The Request for Quotation number is HSCG89-08-Q-6CS286 and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-59, Revision 4, dated 05/09/2007. This acquisition is 100% small business set-aside. The small business size is $11.5 mil. The NAICS is 562119. The contract type will be a firm fixed price purchase order. The Government proposes to solicit quotes for the following: PERFORMANCE WORK STATEMENT COLLECTION, TRANSPORTATION AND DISPOSAL OF UNTREATED WASTE WATER Location: U.S. Coast Guard CAMSPAC 100 Commodore Webster Drive, Point Reyes CA, 94956 C.1 SCOPE OF WORK: The Contractor shall provide all labor, equipment, transportation, supervision, permits and licenses necessary to collect, transport, and dispose of untreated waste water in accordance with the terms and conditions of the contract and in compliance with local, state and federal regulations. The Contractor shall load a minimum of 4,500 gallons of waste water at the Coast Guard Housing Facility, Point Reyes Station, California, transport the waste water to the U.S. Coast Guard Training Center, Petaluma, CA or another approved disposal site, and unload/dispose of the waste water at approved site(s). C.1.1 Definitions: As used throughout this contract, the following terms shall have the meanings as set forth below: Pump Stations: Designated location for waste water collection. Trip: Delivery of the tank trailer to the U. S. Coast Guard Housing Site at Point Reyes Station, CA. Loading of a minimum of 4,500 gallons of untreated wastewater, transport and disposal of the wastewater at the U. S. Coast Guard Training Center, Petaluma, CA. Sewage Treatment Plant. Sewage High Alarm: There are three 10,000 gallon storage tanks for a total capacity of 30,000 gallons. The Sewage High Alarm sounds when the tanks are 90% full (27,000 gal). C.2 VEHICLE: The Contractor?s tank trailer(s) shall be capable of hauling 5,000 gallons of untreated waste water. Each tank trailer load shall be a minimum of 4,500 gallons of waste water, unless otherwise authorized by the Contracting Officers Technical Representative (COTR). C.2.1 The Contractor?s tank trailer(s) shall be marked, labeled, or otherwise identifiable as untreated waste water collection tanks while in the performance of this contract. The Contractor?s tractor and tank trailer(s) shall not leak any fluids during the performance of the contract. C.2.2 All vehicles utilized shall be in a safe operating condition during the performance of the contract in accordance with local, state, and federal regulations. C.3 ESTIMATED TRIPS PER WEEK: The Government estimates eight (8) trips will be needed per week. The trips shall be spaced throughout the week so as to prevent the occurrence of Sewage High Alarms. Generally, there will be two (2) trips necessary on Wednesday and two (2) on Fridays, to maintain the levels of untreated waste water below the alarm stages. C.3.1 GOVERNMENT HOLIDAYS: The Contractor shall work on Government Holidays if it is necessary to prevent the occurrence of, or respond to, a Sewage High Alarm. C.3.2 RESPONSE TO SEWAGE HIGH ALARMS: The Contractor shall begin a trip within one (1) hour of being notified by the Coast Guard COTR of a Sewage High Alarm. If the notification comes from the COTR one hour before the end of the normal hours of work (See C.4), the COTR will advise the Contractor whether the trip must be that day of the trip is approved for the next day trip by 9:00 A.M. C.3.3 TRIP TICKETS: The Contractor?s driver shall complete a monthly trip ticket log, recording the pump station meter reading both prior to, and after pumping. (i.e., before: 0000; after: 4500), as well as the date and the time of pumping start and completion. At the beginning of each month the Contractor shall deliver the previous month?s trip ticket log to the Supply Office for verification signature. C.4 HOURS OF WORK: Work shall be performed between the hours of 7:00 A.M. and 3:00 P.M., Monday through Sunday, including Government Holidays, if necessary. The Contractor may schedule the trips at regular frequencies and times to meet the established hours of work. All weekly schedules must be coordinated with the COTR. C.4.1 TRIPS OUTSIDE NORMAL WORK HOURS: It is the contractor?s obligation to dispose of waste water during normal duty hours. In the event there are circumstances beyond the Contractor?s control, i.e. traffic conditions, road construction, floods, etc., which require a trip to be made outside the established hours of work (C.4), the contractor shall immediately notify the COTR of the reason for the delay and the time when the scheduled trip will be provided. The Coast Guard will take reasonable steps to accommodate the contractor after normal duty hours. In the event the Government personnel are not available to witness disposal of the waste water, the Contractor shall either dispose of the wastes at another approved facility at no additional cost to the Coast Guard or wait until the next duty day to disposal of the waste water at the Coast Guard Facility. C.4.2 ? Distances / Approx Pump Times: Pt Reyes Housing to Training Center Petaluma = 23 miles Appox Times to Pump ? 2.5K tank truck = 8 minutes 5.0K tank truck = 16 minutes C.5. CLEANLINESS: The Contractor shall be responsible for cleanliness around the Coast Guard pickup and disposal sites, and shall immediately clean up all spills resulting from accidents, etc., through the fault of the contactor. C.6 DISPOSAL FACILITIES: The Coast Guard facility at Training Center Petaluma, CA is approved for the disposal of the untreated waste water. The Contractor shall not use a disposal facility other than Training Center Petaluma without first obtaining the written approval of the COTR. When proposing to use a different disposal facility, the Contractor shall submit certified documents that substantiate that the facility is approved for untreated waste water disposal by the appropriate local, state and federal regulations. The Contractor shall submit the Certifications to the Contracting Officer for approval at least fifteen (15) calendar days prior to the date the Contractor proposes to use the facility. C.7 SUBCONTRACTORS: Prior to subcontracting any portion of this contract, the Contractor shall receive the Contracting Officer?s approval of the subcontractor. The Contractor shall notify the Contracting Officer in writing of the proposed subcontractor?s name, address, phone number and license number of the business, the task(s) being subcontracted and the approximate commencement and completion dates of the subcontract. Subcontracting shall not relieve the prime contractor from fully complying with the terms and conditions of the contract. C.8 GOVERNMENT POINTS OF CONTACT: The Facilities Engineering Officer and the Supply Office are located in Bldg. 100, Commodore Webster Drive, Point Reyes Station, CA.
