Description
1. THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. The purpose of this sources sought notice is to perform market research to gain knowledge of the capabilities of potential sources. No contract will be awarded from this announcement. Response to this RFI is voluntary and no reimbursement will be made for any costs associated with providing information in response to this RFI and any follow on information requests. Data submitted in response to this RFI will not be returned. Information is being requested in order to make our potential future requirement better for industry and the Government. The FBI is interested in information from the industry on best business practices for Mission Essential Functions (MEF) necessary to lead and sustain the Nation during a catastrophic emergency. Work will be performed from both FBI Headquarters and from contractor facilities in the National Capital Region (NCR). The proposed duration of this contract effort is currently proposed to be one year with four one year renewable options. Background: The critical role that the FBI plays in leading national, state, territorial, and tribal policing functions in prevention of terrorist acts and in law enforcement dictate that the Bureau be able to conduct MEF despite catastrophic events. Therefore, a thorough, thoughtful, yet expeditious effort is required to ensure that the Bureau has and will maintain that capability. The FBI must adhere to the National and Federal Continuity Policy which provide guidance to executive departments and agencies on appropriately identifying and carrying out their Primary Mission Essential Functions (PMEF) that support the eight National Essential Functions. Contractor Requirements: Provide information on methodology for enhancing or improving the functions in order to identify and analyze FBI?s Mission Essential Functions (MEF). Provide Business Process Analysis (BPA) model information which identify and map functional processes, workflows, activities, personnel expertise, systems, data and facilities inherent to the execution of each identified MEF. Employ HQ FBI, two large Field Offices and one medium-sized Field Office as example sites for BPA. Provide the ability to identify those MEF(s) that provide vital interdependent support to a MEF performed by another Federal executive department or agency or an Emergency Support Function under the National Response Plan (NRP). Identify the MEF(s) that require critical support from another Federal executive department or agency to ensure execution of their mission, and identify when and where the particular interdependency is executed within the BPA business process flow. Recommend validation and confirmation processes to identify MEF(s) through consultation with department or agency heads. Outline MEF(s) in a business process mapping format (inputs, outputs, resources, systems, facilities, expertise, authorities, etc). Provide completed examples of package results for review, validation, and approval. Provide information on assisting a joint effort to preliminarily identify the PMEF that could potentially support the National Essential Functions (NEF). Provide actual experience in the identification of single points of failure; define the impact of downtime and define potential PMEF process alternatives/work-around(s) solutions. Give examples of developed and maintained continuity plans and procedures that, when implemented, provide for continued performance as required. Provide recommendations for approving personnel qualified to perform classified functions and personnel capable of obtaining a Top Secret Security Clearance are provided.
