- The U.S. Department of Energy (DOE), Office of Health, Safety and Security (HSS), is seeking qualified business sources that can supply all facilities, equipment, materials, documents, and experienced personnel necessary to perform pre-operational, independent inspection and testing of High Efficiency Particulate Air (HEPA) filters in support of the Office of Corporate Safety Programs. The Office of Health, Safety and Security (HSS) is the Department of Energy's (DOE) central organization responsible for health, safety, environment, and security; providing corporate-level leadership and strategic vision to coordinate and integrate these vital programs. HSS is responsible for policy development and technical assistance; safety analysis; corporate safety and security programs; education and training; complex-wide independent oversight; and enforcement. HSS is responsible for advising the Secretary and the Deputy Secretary on all matters related to health, safety and security across the complex. The Office of Corporate Safety Programs within HSS manages and promotes safety quality assurance through the maintenance and implementation of corporate safety programs and processes. This Office is responsible for the management of the DOE???s independent HEPA Filter Testing Program. The Contractor shall provide a testing facility, all of the necessary equipment and materials for HEPA filter testing, testing and performance documents/documentation, controlled access storage for all documents, records, data and other technical information generated, and experienced and certified personnel necessary for the performance of work in accordance with the requirements of this Statement of Work (SOW). The Contractor must possess and maintain the ability to provide HEPA filter testing services in compliance with all federal, state, local laws and regulations applicable, and the latest version of the following DOE Orders and Standards, and other national standards: ??? DOE Order, DOE-O-414.1C, Quality Assurance ??? DOE Technical Standard, DOE-STD-3020-2005, Specification for HEPA Filters Used by DOE Contractors. ??? DOE Technical Standard, DOE-STD-3025-2007, Quality Assurance Inspection and Testing of HEPA Filters ??? ASME NQA-1-2004, Quality Assurance Requirements for Nuclear Facility Applications ??? ASME AG-1-2003, Code on Nuclear Air and Gas Treatment The Contractor is responsible for obtaining and operating in compliance with all required permits and licenses. The Contractor shall provide the Government with facility layout plans which shall include equipment layout, and testing, receiving and shipping, and storage areas. The Contractor must be able to achieve a measurable demonstration of its performance in all aspects of HEPA filter testing and documentation activities at all times. This effort is currently being performed by Air Techniques International in Owings Mill, MD. This announcement is part of market research and responses are sought to identify sources that have the comprehensive knowledge, skills, and capability to meet the overall requirement as described in the DRAFT Statement of Work (SOW). Interested business sources are hereby invited to submit a capability statement of no more than 10 pages to demonstrate their HEPA filter testing and documentation capabilities to provide the requested services. THIS SOURCES SOUGHT NOTICE DOES NOT CONSTITUTE A REQUEST FOR A FORMAL PROPOSAL OR A PRESOLICITATION NOTICE. This notice is provided as information to the marketplace and is an invitation for an expression of interest and demonstration of capability to perform the anticipated work. The Government will not pay for the provision of any information nor will it compensate any respondents for the development of such information. The DRAFT SOW is available to download from this site, which is the official point of notification to the public. Businesses responding to this market survey must submit their responses via the DOE IIPS at http://e-center.doe.gov no later than 4:00 P.M. Eastern Time, March 17, 2008. Interested parties must register via the IIPS web site prior to responding to this market survey. Instructions on how to submit your response can be found in the help document located on the IIPS web site listed above. All responses must provide the return e-mail address, mailing address, telephone number, and facsimile (fax) number. TELEPHONE RESPONSES AND INQUIRIES WILL NOT BE ACCEPTED. It is also the responsibility of the respondent to monitor this site for the release of any additional information, amendments to this notice, solicitation, or other related documents.
