Description
This is a notice that the Department of Veterans Affairs intends to negotiate, under the authority of FAR 6.302-1, a sole source purchase order with Biometrics LTD, PO Box 340, Ladysmith,VA, for the purchase of five custom data acquisition systems. The North American Industry Classification System Code is 334516 and the business size standard is 500 employees. This acquisition will be processed in accordance with FAR Part 12 -Acquisition for Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This procurement is being conducted under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The VA Palo Alto has a requirement for five custom data acquisition systems in support of a Multi-Center trial that includes six other facilities to study tendon transfer surgeries using the protocol developed by the VA Palo Alto. This project was designed to duplicate a testing protocol used at the VAPAHCS. Custom supports and grips were developed and fabricated for the upper limb surgery in tetraplegia conference last September; these items cannot interface with any other brand of equipment. In order for participating centers to obtain consistent measurements that can be combined for analysis, it is critical that identical measurement systems be used to take postoperative measurements. This Notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability by submitting literature and documentation, detailing the equipment capabilities, to the Contracting Officer via email to jeanne.woodcock@va.gov or fax at 916-923-4554. A determination by the Government not to compete this proposed purchase order based on responses to this notice is solely within the discretion of the Government. All responses must be received not later than 5:00PM, February 20, 2008.
