Description
The VA Medical Center in Albany, NY has a requirement for design services based on the following scope of work: DESIGN PERIOD FEASIBILITY STUDY (1) Determine the advantages and disadvantages of building an addition to Building 5 and renovating the existing building or building a replacement new building on site and demolishing Building 5 for the Community Day Program. INITIAL PROJECT ASSESSMENT (10%) (1) Site visit(s) for field investigation and meet with technical and program staff (2) Prepare a study and investigative report verifying the project scope, any existing conditions and/or design considerations unique to the project area DESIGN DEVELOPMENT (35%) (1) Initial concept design and recommendations defining the design approach Response to 10% review comments, if applicable MID-DESIGN (60%) (1) Advanced design and architecture/engineering plan. (2) Outline specifications (3) Preliminary cost estimate, schedule of material submittals and finish schedule (4) Response to previous submittal review comments FINAL DESIGN (100%) (1) Submittal of final design drawings, specifications including material submittal listing and finish schedule, and cost estimate. (2) Final design drawings will be prepared in CADD format (3) Response to previous submittal review comments CONSTRUCTION PERIOD The construction period is anticipated to last approximately 365 Calendar Days. SOLICITATION PHASE (1) Provide bidding assistance and evaluation; (2) Attendance at Pre-Bid or Pre-Proposal Conference; (3) Provide written clarifications to questions about the specifications and drawings that are submitted by prospective bidders and/or offerors prior to submission of offers. Written responses shall be prepared and forwarded to the VA contracting officer and COTR and not to the bidder/offeror. CONSTRUCTION PHASE (1) Attendance at the Pre-Construction Conference (PCC); (2) Provide on-site inspection as requested. The contract shall include 4 site visits during construction which will be billed when used as requested; (3) Provide shop drawing & material submittal review and evaluation for comment to the Contracting Officer's Technical Representative (COTR); (4) Provide review and evaluation of contractor's fee proposals and proposed contract changes to the Contracting Officer and to the Contracting Officer's Technical Representative (COTR) when required; (5) Notate modifications to the final design drawings and provide "as-built" drawings in CAD format to the COTR within 30 days following completion and acceptance of the construction project. The VA is soliciting this procurement using full and open competition for firms located within a two hundred (200) mile radius of the Albany VA Medical Center. The NAICS Code for this requirement is 541310 (Architectural Services), with a small business size of $4.5 million. All interested firms must submit their qualification packages, including completed SF 330, to the Contracting Officer and address listed as the Point of Contact. Pertinent factors for consideration for qualifications of the Project Team are (1) specialized experience and technical competence of the firm with the type of services required; (2) specific experience and qualifications of personnel proposed for assignment to the project, and record of working together as a team; (3) capacity of the firm to perform work (including any specialized) within the time limitations, (4) past record of performance on contracts of similar nature, and (5) geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the area in which the project is located. All submissions must be received by 4:00pm EST on Friday, March 21, 2008.
