- This project shall be termed Phase I, that will include selected Mechanical Rooms, Air Conditioning Units (ACUs) and the areas being served by those ACUs in Building 300, Federal Aviation Administration's William J. Hughes Technical Center, Atlanti c City International Airport, New Jersey. The identified existing Air Conditioning Units, their associated Return Fans, Variable Air Volume Boxes (VAV), and Pneumatic control system are to be upgraded. The project will consists of a base and (4) options a s follows: Base Contract - Upgrades to AC Systems 16 and 18 Option 1 - Upgrades to AC Systems 9 and 10 Option 2 - Upgrades to AC Systems 11 and 12 Option 3 - Upgrades to AC System 21 Option 4 - Upgrades to AC System 17. Specifically, this upgrade will co nsist of the demolition and removal of existing heating, ventilating and air conditioning (HVAC) equipment, replacing the ACUs with new Units and the existing pneumatically controlled VAV's with new electronically controlled VAV's with all control apparat us associated with the existing systems being upgraded from pneumatic to electronic except for the smoke management system which shall remain pneumatically actuated - including testing smoke control and management systems to ensure proper operation, renova tion of heating hot water and chilled water valving and piping that serve the air conditioning units, installation of a direct digital control (DDC) package for HVAC systems, replacement of existing variable frequency drives (VFDs) to modulate motor speeds , construction of new steel maintenance platform, providing temporary heating, air conditioning and ventilation to areas undergoing renovation of existing systems, testing, adjusting and balancing of renovated air and hydronic systems, and commissioning of renovated air and hydronic systems. Solicitation Number W912BU-08-B-0006 will be issued on or about 3 March 2008 with a bid opening date on or about 8 April 2008. Estimated cost range of the project is $5,000,000.00 to $10,000,000.00. The NAICS Code fo r this project is 237990 (Sic Code 1629) with a size standard of $31 million. Solicitation documents, plans and specifications will only be available via the Federal Technical Data Solution (FedTeDS) homepage located at https://www.fedteds.gov/. Registra tion for plans and specifications should be made via FedTeDS Internet homepage and hard copies will not be available. No written or fax requests will be accepted. All prospective contractors and their subcontractors and suppliers must be registered in Fe dTeDS before they will be allowed to download solicitation documents/information. FedTeDS registration requires the following information: CCR Marketing Partner Identification Number (MPIN), DUNS Number or CAGE Code, Telephone Number, E-mail Address. It is the contractors responsibility to monitor FedTeDS for any amendments. Also, contractors who receive a federal con tract of $25,000.00 are required by legislation (FAR 22.1310(b)) to submit an annual VETS-100 Report on your employment of targeted veterans. All contractors must be registered in the DODs Central Contractor Registration database as required by DFARS 204.7300. Davis Bacon rates will be applicable to the construction and bonding is required. Please review all bonds and accompanying documents required to be submitted.
