- NOTICE OF INTENT: To Award the Purchase of the Online Legislative Tracking Services from the Inspector General DOD Office (DODIG/OAIM-ALSD/SMD). The Contracting Center of Excellence (CCE), Army Contracting Agency, intends to negotiate on a so le source basis with the Inspector General DOD Office located at 400 Army Navy Drive, Room 115, Arlington, VA to provide online legislative tracking services that will provide accurate and timely information to the Department of Defense Office Inspector Ge neral (DoDIG) on all legislative matters. This announcement is in accordance with FAR 5.101(a)(2). Interested persons may identify their interest and capability statements no later than Friday, 22 February 2007 3:00pm EST. The capability statemen ts should include the company name, address, contact information, business size, and detailed explanation of how your organization can meet the requirement described herein. All statements should be submitted via email to Miss. Regina Y. Foston, Contract Specialist at gina.yi.foston@us.army.mil. Individual responses containing company proprietary information must be marked accordingly. Such information will not be released outside the Government. Furthermore, the Government shall not be liable for or su ffer any consequential damages for any technical information identified (e.g., limited and/or restricted rights). The following is a Statement of Work in reference to the Online Legislative Tracking Service: Statement of Work Online Legislative Tracking Service Schedule of Supplies/Services PURPOSE: The online legislative tracking service will provide timely and accurate information to the De partment of Defense, Office of the Inspector General (DoDIG) on all legislative matters. SCOPE: This is a mission critical resource that will assist the Office of Communications and Congressional Liaison (OCCL) in providing timely information on leg islative actions to the Inspector General Office (IG). BACKGROUND: Previously, the OCCL has used this online tracking database in order to respond to requests from our agency (DoDIG) regarding legislative matters. REQUIREMENTS: To provide an online legislative tracking and reporting service that will allow access to six (6) different users simultaneously. Performance Objectives: " Provide online access for the following reports and information: o Legislation o Amendments< BR>o Committee Reports o Conference Reports o Hearing Transcripts " Track legislation based on key words or specific bills identified by users (ability to track bills, committees, members, and statutes to include the legislative history). " Pro vide current information on House and Senate floor schedules and committee schedules. " Provide current information on Congress (to include information on members, committees, legislation, legislative actions, and policy issues). " Provide access to hearing transcripts and have ability to request hearing coverage. " Provide electronic notification on legislative actions based on key words identified by users such as: o Bills and amendments introduced in Congress o Major actions on bills o Scheduled hearings o House and Senate floor schedules o Statements made in the Congressional Record o News items " Provide access to current information on Congressional members such as: o Background information on photos of congressional m embers and their area of expertise, demographics of their constituents, and general information on the geographic area they represent. o Committee/subcommittee rosters o Committee staff " Provide access to a searchable archive of previous legislat ive actions, bills, resolutions, and congressional news service articles. " Allow users to search the Congressional Record (current and previous sessions of Congress). " Provide training to users and ongoing customer support. PERIOD OF PERFORMANCE: One year from award date with four option years attached.(Example: If the contract is awarded on 29 February, the base year would be as follows: B ase Year: 29 February 2008 - 28 February 2009 Option 1: 29 February 2009 - 28 February 2010 Option 2: 29 February 2010 - 28 February 2011 Option 3: 29 February 2011 - 28 February 2012 Option 4: 29 February 2012 - 28 February 2013 <B R>GOVERNMENT FURNISHED PROPERTY: None WARRANTY: The contractor shall provide standard commercial warranty.
