Description
Contracting Center of Excellence, Army Contracting Agency, in support of the U.S Army Judge Advocate General Corps (JAGC), is planning to award a Sole Source Contract to Chadwick Martin Bailey. The purpose of this will be for Chadwick Martin Bailey to provide market consulting services to JAGC regarding recruiting and retention of JAGC members. The period of performance for this requirement is for 10 weeks. The effort is not expected to exceed $250,000. The JAGC current method of recruiting and r etaining members will not support the increase in demand for JAGC members. The contractor will analyze various recruiting and retention tools focusing primarily on monetary bonuses during different times in a Judge Advocates career. Chadwick Martin Bail ey (CMB) has performed these services for other Army activities. The JAGCs results must be consistent with those studies and with the Armys manpower modeling. CMB also has a unique teaming arrangement with The Modellers, whereby CMB uses The Modellers proprietary software. The market research and consulting services for the JAGC will focus on the following (1) identifying package attributes and levels, (2) constructing and experimental design, (3) collecting data, (4) estimating models, (5) calibrating , (6) building predications, and (7) finding optimal solutions. Data for the modeling would be collected via an online survey in which respondents are faced with scenarios of retention packages and are asked to indicate which package they find most appeal ing and whether or not they would remain on active duty or in the reserve component if presented with the preferred package. Additionally, the contractor shall perform the above services using prospective JAGC applicants to create an incentive package to a ddress declining applications. The Government intends to negotiate on a sole source basis with Chadwick Martin Bailey for this procurement. Interested parties may identify their interest and capabilities. This is not a request for competitive quotes. H owever, the Government will consider all information received no later than March 4, 2008, at 2pm.
