Description
The draft RFP W15QKN-08-R-0328 with Amendments 1 and 5 will be replaced with the final RFP W15QKN-08-R-0345. The US Army Joint Munitions & Lethality Life Cycle Management Command (JM&L LCMC) Acquisition Center, Picatinny Arsenal, New Jersey, intends to issue a solicitation for the Excalibur 155mm Precision Engagement Projectile, Increment Ib Design and Qualification phases and three years of Initial Production of the 155mm Increment Ib. A basic award for the Excalibur 155 Increment Design Maturation (Phase 1 - Part 1) effort is a six-month Fixed Price Incentive (FPI) which may be followed with a ten month FPI Maturation Demonstration option (Phase 1 ??? Part 2) resulting in a shoot-off. The funding provided for the Phase 1 requirement (Parts 1 and 2) will not exceed the ceiling price of $21M per contract. Phase 2 ??? Part 1 Qualification option is an eight month Cost Plus Incentive Fee (CPIF) effort which may be followed by Phase 2 ??? Part 2 ten to twenty-two month CPIF option as required. The three Initial Production efforts will be Fixed Priced Ceiling Priced options, subject to downward negotiations only. The Government anticipates making multiple awards for participation in the Phase 1 efforts for this requirement using a best value contracting strategy. This approach allows award to the Offeror(s), whose proposals are the most advantageous to the Government when considering factors in addition to price/cost. The Government reserves the right to award one, more than one, or no contracts as a result of this Formal Request For Proposal. The North American Industry Classification System (NAICS) code for this acquisition is 541712. A final RFP will be available on or about 7 March 2008. Proposals from all responsible sources will be considered. The deadline for receipt of proposals will be 60 days after issuance of the final RFP. NOTE: Contractors must be registered in the Central Contractor Registration (CCR) database by accessing the CCR web site at http://www.ccr.gov) in order to be eligible for contract award. Note 25 applies.
