- Description
- The Substance Abuse and Mental Health Services Administration (SAMHSA) is soliciting proposals on a full and open competitive basis to conduct the National Survey on Drug Use and Health (NSDUH) for the 2010 and 2011 survey years. The purpose of the NSDUH is to provide current data on substance use and mental health prevalence for the U.S. population (aged 12 and older), each state and the District of Columbia, and to issue reports on survey results. The survey sample will support annual estimates of prevalence for the nation, the 50 states, and the District of Columbia. The contractor will be required to: (1) provide interviewers and interviewer supervisory staff to screen approximately 182,500 dwelling units and conduct 67,500 interviews per survey year, using computer-assisted interviewing technology; (2) develop training procedures/materials and conduct training classes in order to maintain a qualified field staff and satisfy survey fieldwork goals; (3) use statistical expertise to (a) employ a state-based sample design, with an independent, multi-stage area sample for each of the 50 states and the District of Columbia, and (b) employ small area estimation techniques in order to develop model-based estimates; (4) perform technical writing, analysis, and methodological studies to complete and support the contract tasking; and (5) conduct a Mental Health Surveillance Study (MHSS) and generate a mental health module for NSDUH that can provide accurate estimates of the prevalence of serious mental illness (SMI) among adults (aged 18 or older) at national and state levels. Data collected from an annual follow-up sample of 500 NSDUH respondents will be used to calibrate the NSDUH mental health screening scales, if necessary. The estimated period of performance is 56.5 months. The solicitation may be obtained by either of two ways: by mail, or electronically by downloading a file from FedBizOpps or the SAMHSA Web Site at http://www.samhsa.gov/contracts/contracts.html.
