- The United States Army CECOM Life Cycle Management Command (CECOM-LCMC) intends to procure AN/TPQ-48 V2 Lightweight Counter Mortar Radar (LCMR) Systems, including float quantities and initial spares for the Army, Marine Corps and Special Operations C ommands Counter-Rocket Artillery and Mortar Program through a two-year Firm-Fixed-Price, Indefinite Delivery Indefinite Quantity contract, for up to $78M. A Time and Materials line item will be included for potential software/hardware engineering changes. The Lightweight Counter Mortar Radar (LCMR) is a lightweight, man-portable weapon location sensor system which, when properly sited, provides continuous 360-degree surveillance using an electronically scanned antenna. The LCMR provides the ability to automatically detect and locate mortar firing positions up to a range of five (5) km by detecting the mortar round and backtracking to the firing position. Detailed information on the system is included in the attached Performance Specification. <B R>Currently fielded V1 and V2 versions of the LCMR are providing counterfire support in Operation Iraqi Freedom (OIF) and Operation Enduring Freedom (OEF). The U. S. Army needs additional Lightweight Counter Mortar Radar (LCMR) AN/TPQ-48 V2 Systems (NSN: 5840-01-541-8783) to provide critical capabilities for force protection of personnel and facilities throughout all theatres of operation involved in the Global War on Terrorism and to enable Warfighters to initiate timely action to neutralize identified th reats. The Contractor shall fabricate, assemble/integrate, test and deliver LCMR AN/TPQ-48 V2 systems to Yuma Proving Ground, Arizona where acceptance testing is conducted. All accepted systems are then shipped by the Government to their respective destin ations. The delivered systems shall include all hardware and software required to operate the radar system. Schedule is a critical aspect of the LCMR V2 program due to the need to protect the Warfighter. The Contractor shall ensure sufficient faci lities and resources are available to begin delivery of the LCMR V2 systems within six months after contract award with all deliveries completed at a rate of 20 per month with surge capability to 30 per month. The Government announces its intent t o issue a request for proposal (RFP) non-competitively under the authority of 10 U.S.C. 2304 ( c) (1) as implemented by FAR 6.302-1 (b) (1) Only One Responsible Source to SRC Tec, Inc., 5801 E. Taft Road, Syracuse, NY. SRC Tec, Inc. is the designer, devel oper and sole producer of the LCMR System. The Government does not possess a detailed Technical Data Package. This synopsis is provided for informational purposes only and is not to be considered a request for proposal; however, all responsible so urces that meet the above requirements may submit a proposal, which shall be considered by the agency.
