- The purpose of this amendment is to provide answers to questions submitted in response to Solicitation Number: TIRNO-08-Q-00046 . Q: For the requirement that the radio be powered by 'D' cell batteries, will any power source be acceptable (e.g. 'C' cell, 'AA' cell, etc)? A: ?D? cell batteries only (see synopsis). Q: Should the radio and flashlight remain in the original packaging? A: Yes Q: Do the batteries have to be any specific type or specific brand, for example, alkaline, nicad? A: No, specific type. No, specific brand. Q: Is there a minimum shelf life requirement for the items in the kit? A: 12 months Q: Will a 9' x 12' plastic sheet be an acceptable replacement for the 10' x 10' sheet? A: Refer to the description in the synopsis ? 10?x10? sheeting only. Q: In accordance with the Buy American Act (FAR 52.225-1), please provide a list of foreign end use items that you will regard as domestic. A: All items in the SIP Kits should meet the domestic end product definition found at FAR 25.003 (2). Q: Is there a ball park price for this kit? A: All vendors that meet the requirements outlined in the synopsis should provide a price that is competitive and fair and reasonable. Q: Should kits be shipped to one central location? A: No, kits should be shipped to those locations outlined in the synopsis. Q: Is a sample required at the time the RFQ is submitted? A: See paragraph i. The lowest bidder will be required to submit a (one) sample SIP Emergency kit within 30 days of award. Q: Are all the kits due to be delivered within 30 days to the IRS location delivered? A: Requested delivery date is 90 days from the award date (see section ii of the synopsis). Q: Is there any chance that the delivery time of 90 days could extended on this bid? A: No Q: Is it absolutely required to have a bag made of canvas or could a strong and durable nylon composition be substituted? A: Canvas or equal (must provide specs for or equal). Q: Is it necessary to have the following items in boxes or could they be loosely packed or in poly bags: Sterile Gauze Bandages 3" x 3" (4 count) (packed loosely in kit) In a first aid kit, preferable small plastic box Sterile Gauze Bandages 4" x 4" (4 count) (packed loosely in kit) 5 pcs Knuckle & 5 Fingertip Large Bandages (to be put in poly-bag) In a first aid kit, preferable small plastic box Instant cold compress (packed loosely in kit) In a first aid kit, preferable small plastic box 2 rolls of 2" x 4yd Gauze roll bandage- non-sterile (packed loosely in kit) In a first aid kit, preferable small plastic box Neomycin Antibiotic Ointment 10 count (to be put in poly bag) In a first aid kit, preferable small plastic box A: In Poly Bags ? see synopsis (section i). Q: Can triple antibiotic ointment be substituted for Neomycin brand and the 10 units be placed in a poly bag? A: See section i of synopsis (triple antibiotic only). Q: Canvas Bag - most bag manufacturers and emergency preparedness dealers do not make canvass bags anymore. We have 600 denier polyester bags which is stronger and much more water resistant than a canvass bag. May we use this as a substitute. A: Canvass or equal(must provide specs for or equal). Q: Scissors ? You mention scissors in the general description and the first aid components. Do you want 2 pairs? A: Yes, one in the first aid kit and another one in the canvas/polyester bag (see section i of synopsis). Q: Sec X you want unit cost per item. I assume the unit is the entire kit not the components. Please confirm. A: The First Aid Kit is one unit and all other items are individual units. NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (10-MAR-2008); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
