RESPONSE TO QUESTIONS AND ANSWERS The following response is being provided to questions received relative to Combined Synopsis/Solicitation No. RFQ0040-08 (Provide Mediation Services), posted at the FedBizOpps website on Thursday, March 6, 2008: Question #1: I have read the Synopsis for the above-referenced RFQ and want to confirm the only FAR clause to be included in our proposal is 52.212-3. Is the FAR clause included in the 10 page limitation for the proposal? EEOC RESPONSE: No. Clause 52.212-3, Offeror Representations and Certifications-Commercial Items is not included as part of the 10 page limitation for the Request for Quotation (RFQ No. 0040-08). Question #2: "The quoter shall include a completed copy of the provisions at 52.212-3, Offeror Representations and Certifications-Commercial Items with his/her quotation." Can you please email me a copy of these provisions or a link to them?? Also - if you have a checklist for items to be included or a format that you prefer, I would like a copy of that as well. EEOC RESPONSE: A copy of the provisions at 52.212-3, Offeror Representations and Certifications-Commercial Items can be downloaded at: www.arnet.gov. Click on the Federal Acquisition Regulation at the right-hand side of the screen to download the provision. The above website is provided in the Combine Synopsis/Solicitation, RFQ0040-08, posted at the FedBizOpps website on March 6, 2008. The submission requirements have also been stated in the above combine synopsis solicitation. Question #3: "EEOC is seeking mediation service providers who can provide mediation on a nationwide basis." Does this mean that they are seeking only providers who can provide nationwide coverage? EEOC RESPONSE: EEOC is only seeking mediators who can provide mediation services on nationwide basis. Question #4: I had some questions on the forms themselves as I was not specifically sure what exactly was required. EEOC RESPONSE: A copy of the provisions at 52.212-3, Offeror Representations and Certifications-Commercial Items can be downloaded at: www.arnet.gov. Question #5: The combined solicitation/synopsis states"the quoter shall include a completed copy of the provisions at 52-213.3" as part of submission. Is proof of CCR registration sufficient to satisfy this requirement? EEOC RESPONSE: No. A completed copy of the provisions at 52.212-2 must be submitted in response to the combined synopsis solicitation. A copy of the provisions at 52.212-3, Offeror Representations and Certifications-Commercial Items can be downloaded at: www.arnet.gov. Click on the Federal Acquisition Regulation at the right-hand side of the screen to download the provision. The above website is provided in the Combine Synopsis/Solicitation, RFQ0040-08, posted at the FedBizOpps website on March 6, 2008. The submission requirements have also been stated in the above combine synopsis solicitation. Question #6: In regard to the RFQ for mediation services, the price is $800 per mediation Is there an average length per mediation? EEOC RESPONSE: Generally, mediations will last for one day. Question #7: Is there any consideration for mediations that last more than one day? EEOC RESPONSE: No. The unit price will be $800.00 per mediation case. Question #8: The mediator will schedule the mediation, do you anticipate that the mediator will provide space for the mediation? EEOC RESPONSE: No. RESOLVE Program mediations are held in the EEOC office where the employee works unless one of the participants requests that the mediation be held in another location. Question #9: Are the task orders assigned geographically? EEOC RESPONSE: EEOC is seeking mediators who can provide services on a nationwide basis. When awarding a task order, consideration is given to the geographic location, however, the mediator must be able to travel to EEOC offices nationwide, unless a different location is specified by the Government. Question #10: Is it correct that no travel expenses are included in the $800 per case fee? EEOC RESPONSE: Yes. Travel expenses are included in the unit price ($800.00 per case). Question #11: Will there be more than one provider selected from the solicitation pool? EEOC RESPONSE: As stated in the combined synopsis solicitation (RFQ0040-08), Multiple awards may be made. Question #12: What are the mediation locations? EEOC RESPONSE: RESOLVE is an internal ADR program for EEOC's employees. Therefore, the mediations will occur in the EEOC various field offices (nationwide) and at Headquarters Building (located in Washington, DC). Question #13: Will you bundle cases? EEOC RESPONSE: No. EEOC will not bundle cases. Generally, a mediator will receive no more than one case per task order. However, if the agency receives more than one case from a single EEOC office during the same period, consideration will be given to allow mediation of those cases by a single mediator. Question #14: Will the mediators be chosen according to geographical location? EEOC RESPONSE: As stated in the combined synopsis solicitation (RFQ0040-08), EEOC is seeking mediators who can provide services on a nationwide basis. The successful mediator must be willing to travel to EEOC offices nationwide NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (11-MAR-2008); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
