Description
The Federal Aviation Administration (FAA) intends to award a single source contract in accordance with FAA AMS 3.2.2.4 to LUCIAD to provide services necessary to develop a prototype for a computer-aided design (CAD)-based editor for special use airspaces (SUAs). The prototype should be web-deployable, developed as a Java applet or Java Web Start application with full geographic information system (GIS) capabilities in a rich user interface (UI). The prototype should be built by current AIM employees and contractors with software, training and support procured under this contract. The purpose of this project is to procure Luciad's off-the-shelf software which can satisfy much of the requirements for the SUA prototype at the outset. Further, AIM will require training on the development of the software as well as follow-up support as AIM develops the prototype. The software and application programming interface (API) procured under this contract must meet the following requirements: ??? AIXM capable - the software must be able to read, write and display AIXM5 data with little to no additional custom data parsing beyond schema definitions. ??? Oracle Spatial capable - the software must be able to read and display 4-D Oracle Spatial data. ??? CAD editing - the software must provide functionality for geodetic 2-D editing capabilities that can be implemented through the existing API. ??? GIS-enabled - the software must provide GIS capabilities to represent vector shapes and rasters using different geodetic datum and projections as well as perform standard computations on those shapes. ??? Aeronautical symbology - the ability to display aeronautical symbology using the API ??? 100% Pure Java - the API provided should be a Java API that allows for use of all Java capabilities, such as XML parsing, web service connectivity, and so forth. ??? Deployable as Applet or Web Start Application - rather than creating a client-side application which requires the user to install a separate program onto their own computers ??? Data source agnostic - the ability to serve maps and other geodetic data from many data sources The training and software provided under this contract will directly contribute to the development of a prototype SUA Editor. This web applet will serve as proof of concept for a full-featured SUA Editor. The editor will interface with SWIM systems, including a static repository managed by NAS/R, as well as external systems used in the approval process. The primary goal of the SUA project is to allow for the addition of data to the static SUA and ATCAA repository as well as the communication of any status changes to those airspaces to the operational systems. All of this is to be done with web services. The supporting web sites and services are out of the scope of this proposed contract. A single source contract for one year period of performance in the amount of $150,000 is being pursued. No future requirement is planned. Though there are APIs which satisfy some of these requirements, none except Luciad satisfy them all. Further, Luciad is a mature company with a significant user base, especially in Europe, with a full-featured API. Through testimonials, the API appears to be one with which it relatively easy to develop user interfaces. The research done as to the capabilities of other companies for the work necessary found that, though there are a number of GIS options available, there are very few full suites of GIS software available and none meet all the specific needs of AIM for this project except Luciad. It has been determined that it is in the best interest of the FAA to acquire this full GIS suite. A competitive solicitation is not available for this procurement. If your firm does not agree with this single source determination, please provide evidence of your firms capability and experience and the FAA will evaluate that information accordingly.
