Description: THIS CONTRACTING ACTION IS 100% FULL AND OPEN. PROPOSALS ARE BEING SOLICITED FROM BOTH SMALL AND LARGE BUSINESSES. The Contractor shall furnish all labor, materials, and equipment necessary to design and rehabilitate (including design and installation of a box culvert), a gravel road approximately 1.6 miles long, to remove and repave one existing asphalt rest area parking lot, and to pave with concrete an existing dirt observation area and the dirt path to it from the rest area parking lot at Madison Wetland Management District near Madison, South Dakota. Work shall include the addition of base course and surface course gravel to one refuge road having a total road length of 1.6 miles, repaving an existing asphalt parking lot and striping the parking lot, and improving an existing dirt observation area and the dirt path to it by paving both the observation area and path with concrete. LOCATION AND INSPECTION OF SITE A. The location of the project is at the Madison Wetland Management District, which is near Madison, South Dakota. B. Contractors are urged to visit the site and become familiar with existing conditions. Failure of the Contractor to ascertain the nature, location, and conditions which affect the work will not relieve him from the responsibility for successfully performing the work without additional expense to the Government. GENERAL INFORMATION The estimated magnitude of construction is between $100,000.00 and $250,000.00. The total performance is 60 days from the Notice to Proceed. This acquisition is a 100% Full and Open. The NAICS code is 237310, Highway, Street, and Bridge Construction, and the size standard is $31 Million. The solicitation package is anticipated to be available electronically on/or about March 27, 2008 with an anticipated closing date of April 28, 2008.
