Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. The Naval Surface Warfare Center, Crane Division intends to enter into a Firm-Fixed Price (FFP) Level of Effort (LOE) contract on a sole source basis from FN, LLC Cage 3S679, in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Solicitation will be issued for Science and Technology effort via, Office of Naval Research (ONR) for a study under the Light Weight Machine Gun Barrel Initiative (LWMGBI) project to reduce the weight of current Machine gun Barrels (M240B) with 6 prototype barrels to be delivered under Phase I and 6 prototype barrels to be delivered under Phase II. The goal of this project is to document a production-capable light weight barrel manufacturing process, apply that process to the Barrel Assembly of the M240B machine gun (P/N 13008850), and demonstrate a ?best effort? weight reduction of 30% of the M240B lightweight barrel assembly. The barrel must show no loss of durability through functional and reliability when compared to performance testing of the weapon to be conducted at NSWC Crane. An additional requirement is that the lightweight barrel must not adversely affect the overall function or life of the weapon. Weapons will be assembled and tested to prove that functional a nd reliability expectations have been met. Anticipated contract will not exceed $1,000,000.00 with a period of performance (POP) not to exceed two years. Prototype Delivery requirements are nine (9) months after Contract (DAC) for Phase I and eighteen (18) months for Phase II , FOB: Destination. Inspection and acceptance will be at destination. A safety survey will be required prior to award of the contract to ensure contractors compliance with the requirements of DFARS 252.223-7002 and 252.223-7003. To be eligible for award of a Government contract, contractors must be properly registered in the Government's Central Contractor Registration (CCR). All changes to the requirement that occur prior to the closing date will be posted to Crane web site, FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only tho se offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
