Description
This announcement is being prepared in accordance with FAR Part 5.201 where the Government intends to solicit only one source under the authority of FAR Part 6.302-1. The Bureau of Land Management, Alaska State Office, on behalf of the Bureau of Land Management Alaska Fire Service, intends to solicit only one source for the procurement of five (5) each radio shelters for use in housing radio and antenna repeater equipment in remote locations within the State of Alaska. To ensure standardization with existing Government owned equipment, supplies, and materials previously found to meet specifications required for this requirement, the Government intends to issue a single-source soliciation to Plaschem Supply Consulting of Anchorage, Alaska in accordance with a combination of procedures found at FAR Part 12 and FAR Part 13. Minimum specifications for this requirement are as follows: QUANTITY: Five (5) each DELIVERY: FOB Alaska Fire Service, FT Wainwright (which is near the community of Fairbanks, Alaska) GENERAL DESCRIPTION: The shelter shell will be molded fiberglass reinforced polyester laminated foam cored construction. Shelter will be of a single piece construction and the total shelter shall weigh less than 900 lbs. DIMENSIONS: 12 foot X 75 inches X 75 inches. The shelter will have a 6" flange at the base to support added ballast for ground anchoring. The roof of the structure must be of an "inverted cone", or extremely sloped type which will prevent snow, particulate, and debris accumulation. Flat or boxed styles with minimally sloped roofs are unacceptable. GENERAL SHELTER CONSTRUCTION: Walls and roof will be sandwiched construction with no less than 1/8 inch Fiberglass Reinforced Polyester (FRP) laminate with a minimum of 15 mills polyester gel-coat applied to exterior and Vi" 4# density PVC foam bonded to the exterior laminate. 1/16" FRP laminate will then be applied over entire interior of shelter. Gel-coat will then be applied over the entire interior of shelter. FLOOR DETAIL: Floor will be made of ? " plywood and will be completely wrapped with Fiberglass Reinforced Polyester before being bonded to shelter. INTERIOR SHELVES: Two shelve units will be constructed in an "L" arrangement. Shelving will have a ?" upward flange. Each individual shelf will be capable of supporting 700bs. SHELTER DOOR: Frame for shelter door will be Fiberglass Reinforced Polyester and will be molded into shelter walls. The door dimensions will be 31" x 42" and will be situated 15" above the floor of the shelter. The door will have three heavy duty type support hinges, a freezer style latch, and contain a neoprene seal. SHELTER VENTILATION: The shelter will contain ventilation tubes at the top and bottom to support proper ventilation. SHELTER SIDEWALL: The shelter sidewall will be reinforced for solar panel mounting. ANTENNA MOUNT: A schedule 40 section on PVC pipe will be installed vertically in the shelter to support antenna requirements. The PVC pipe will be supported at the top and bottom via wood cross supports. The PVC length shall be 69". SHELTER ENVIORMENTAL REQUIREMENTS: The shelter will support wind loads minimum of 125MPH and snow loads of minimum 150 lbs per square foot. GROUNDING REQUIREMENTS: The shelter shall have a 5" x 7" ground plate mounted inside the shelter. HARDWARE REQUIREMENTS: All shelter hardware shall consist of non-corrosive material. SHELTER TRANSPORTATION: The shelter shall have a total of 4 ea 1.5" eyebolt installed on each corner of top and bottom to facilitate transportation by helicopter via sling-load. ADDITIONAL MANDATORY FEATURES: Transparent to R.F. FRP (Fiberglass Reinforced plastic) seamless construction cored with W 4# density PVC foam core with a smooth molded exterior weatherproof finish. Able to withstand a minimum of 150 lb snow load Able to withstand a minimum of 125 mph wind load Sidewall reinforced to solar panel mounting Built-in vent system with top and bottom ventilation Molded door with same construction material as the shelter with a neoprene seal, freezer style latch, and heavy duty hinges. Built-in internal antenna mount. Minimu hegiht shall be 6 foot 3 inches with a sloping roof that is 5 foot 9 inches. Total overall height of the structure shall be approximately 11 to 11.5 feet. Interested parties claiming their ability to provide this requirement may submit a response to this notice by contacting the contracting officer by no later than 10 day following the publication of this notice, or by March 27, 2008 at 2:00 pm AKDST.
