- MARCORSYSCOM/PM TRASYS is issuing a Pre-Solicitation Synopsis Notice to identify the potential sources capable for the procurement, fabrication, integration, installation, test, validation and acceptance of the Supporting Arms Virtual Trainer (SAVT) to be delivered and installed at six U.S. Marine Corps sites (Camp Pendleton, 29 Palms, Camp Lejeune, MCB Hawaii, MCB Okinawa and MCAS Yuma). This will be a Firm Fixed Price contract at an estimated value of $18M. The SAVT will be used to support the currency training, operational readiness, and tactical proficiency of USMC Joint Terminal Attack Controller (JTAC), Forward Air Controller (FAC) and Forward Observer (FO) personnel during day, dusk, and night operations. These personnel will utilize training scenarios that require the placement of tactical ordnance on selected targets using approved Joint Close Air Support (JCAS) procedures and observed surface fire procedures for Naval Surface Fire Support (NSFS), artillery , and mortar fires to perform destruction, neutralization, suppression, illumination/coordinated illumination, interdiction, and harassment fire missions. The SAVT effort will consist of coordinated efforts for temporary facilities (at four locations), permanent facilities modifications (at two sites) and training system integration/installation utilizing Government Off-the-Shelf (GOTS) and government identified Commercial Off-the-Shelf (COTS) software. This notification in no way implies either implicitly or explicitly that respondents will be compensated in anyway by the US Government for information or materials provided. It does not constitute a solicitation and should not be construed as a commitment of any kind by the US Government to issue a solicitation or ultimately award a contract.
