- The Naval Surface Warfare Center Panama City, Florida intends to issue a sole source award to QinetiQ, Inc. (the U.S. branch of QinetiQ, Ltd.), 1215 Jefferson Davis Highway, Suite 1102, Arlington, VA 22202-4344 for the purchase of up to six (6) each Advanced Reconnaissance System (ARS) devices, to include upgraded cameras and optics. The ARS device's camera and optics package, along with its interface to the system it is installed on are based upon proprietary information developed by QinetiQ. Sole proprietorship restrictions are specific to the problem of producing an image sensor that meets the required environmental and size constraints imposed by the system integration. In a cooperative effort, UK?s QinetiQ Ltd. created the "periscope" camera system, while the periscope control unit and supporting software was created in the United States. The basis for this cooperative development effort was the Information Exchange Annex (IEA) D-00-UK-0201, established 20 Apr il, 2000 between the United States Special Operations Command (USSOCOM) and the United Kingdom Ministry of Defence (UK MoD), to the US-UK Master Information Exchange Memorandum of Understanding (MIEM) between the Secretary of State for Defence of the United Kingdom of Great Britain and the United States of America, effective 18 November, 1994. Use of any other vendor would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. Therefore, this acquisition is unsuitable for full and open competition. Delivery will be made to the Naval Support Activity - Panama City, 101 Vernon Avenue, Panama City, FL 32407-7018.
