- Description
- The Federal Aviation Administration (FAA) has a requirement to procure one hundred-six (106) Telephone Test Set, P/N 704A/NTS1/FAA/SS, NSN: 6625-01-540-2319-1, in support of the National FAA Test Equipment Program (NFTEP). This equipment will replace obsolete Test Equipment currently being utilized on National Air Space System (NAS). The purchase of the Telephone Test Sets manufactured by CXR Larus Corp. includes features, which are unique in the test industry. The Selective Signaling 2-digit and Selective Signaling 3-digit features are required for maintaining the critical voice communications network utilized by the Air Route Traffic Control Centers in support of the NAS. These units are unique in their capability to emulate both the switch and customer equipment (station) components, meaning they can both transmit digits and receive/analyze digits. These units are the only known equipment with this capability. The vendor, CXR Larus Corporation, owns the proprietary technical documentation, engineering design, and the best market value for this requirement. The FAA Logistics Center does not have any drawings or specification; therefore CXR Larus Corporation is the only known source of supply able to meet this requirement. The Government does not have the test capability, evaluation criteria, or technical documentation available to allow other sources to manufacture these items. To receive consideration as a potential source, any other concern must provide in writing a complete set of system specification drawings, all required standards and testing specifications, test plans, part lists, and proof of rights to use the data. Statements that data will be obtained or that specifications or drawings will be developed are not acceptable. Documentation must be received by the FAA, NAS Contracting Team (AMQ-210), 6500 S. MacArthur Boulevard, P.O. Box 25082, Oklahoma City, Oklahoma 73125, no later than 2:00 p.m. CST, April 11, 2008. Hand-carried responses (or responses sent by overnight delivery) shall be delivered to Room 313 of the Multi-Purpose Building located at 6500 South MacArthur Boulevard, Oklahoma City, Oklahoma 73169. Responses must be sealed and labeled as follows: Kelly Tillery, Market Survey No. DTFAAC-08-R-55312; due 2:00 p.m. CST, April 11, 2008. Documentation must include name and telephone number of a point of contact. Only those responses providing the required documentation in response to this market survey will be considered prior to further acquisition action by the Government. Any information received as a result of this announcement will not be provided to other contractors and will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The final determination by the Government not to open this requirement to competition, based on any information provided, is solely within the discretion of the Government.
