Description
The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ intends to procure 2-sheave Bend-Over-Sheave (BOS) testing to accomplish Wire Rope fatigue testing of shipboard Arresting Gear purchase cable assemblies. The requirement is as follows: Conduct BOS fatigue tests on 1-1/2-inch 6 BY 31 Lang Lay Warrington Seale Die Formed Strand, Polyester Core Steel wire rope at a sample length of 15 feet measured from eye-to-eye of termination points. If longer samples are recommended by the contractor, a minimum of three (3) baseline samples shall be cycled for comparison with 15-foot legacy data. The 1-1/2 inch diameter wire rope shall be cycle at tensions up to 170 kips (3 samples at each tension between 100 and 170 kips using 10-kip increments). Failure is the parting of 15 or more broken wires in one (1) strand of the wire rope sample. Samples shall be tested using 28-inch-diameter steel sheaves. All samples must be tested with a wrap of 180-degrees around the test sheave. It is acceptable to test two samples at once. The cable tension, cross displacement and cycles shall be continuously monitored and recorded throughout the duration of each test. A cycle shall consist of 62 ? 1 inch of cable wrapping both on and off the sheave. The cycle tester shall be able to cycle at a minimum of 125 cycles per hour at a load of 100,000 +/- 2,500 pounds. TMT Laboratories is the sole company who has the only machine which is capable of loading a cable to a minimum of 170 kips and cycle-bend-over-sheave (CBOS) to failure. The Government intends to procure this effort under the authority of 10 U.S.C. 2304 (C)(1), as implemented by FAR 6.302-1. All responsible sources may submit a proposal which shall be considered by the Navy in determining whether to conduct a competitive procurement. A determination by the Navy not to open the requirement to competition, based upon the response(s) to this notice is solely within the discretion of the Navy. A solicitation is not available for this procurement. This effort will commence within approximately thirty (30) days after the date of subsequent contract.
