Description
The U.S. Coast Guard, Training Center, Cape May, New Jersey intends to negotiate and issue a sole source purchase order with Bullex Digital Safety, Troy, NY, for the following: Fire Extinguisher Practical Training Simulator: **Design and construct a hands-on, live-fire, self-contained training trailer with onboard power, water, air and propane. **Portable 28-30 foot trailer with training rooms and an instructor observation deck/room centrally located. Instructor room shall have climate control (A/C, Heat). Four Training simulation rooms require only heat for cold weather start-up. Exterior- Seamless aluminum with aluminum wheels. Interior- Floor drainage system with means to protect standard trailer wood deck (diamond plate or poly-vinyl type system). No generator, but capability to hook into generator if necessary. All weather operation or structural protection. **Four Hour session with 150 students would allow 1 hour initial briefing, 4 fire scenarios per trainee, 30 minute feedback/debriefing. Two instructors will be assigned. Allow recruits multiple evolutions to experience simulated Class 'A', 'B' and 'C' fires at various intensity levels (propane based type system). **Minimum of 20 extinguishers. Recharge station for extinguishers. Award will be made in accordance with FAR 6.302-1, ?Only one responsible source and no other supplies or services will satisfy agency requirements?. This purchase order will be awarded using simplified acquisition procedures in accordance with FAR Part 13. This notice of intent is not a request for competitive quotes; however, all responses received within 10 days after the date of publication of this notice will be considered by the Government. A determination by the Government not to compete as a result of responses received is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
