- This is a combined synopsis/solicitation for commercial item and services in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is unrestricted. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation Number VA-256-08-RQ-0172 is issued as a request for quotations. The associated North America Industry Classification System code is 531120.. The Department of Veterans Affairs South Central VA Health Care Network (VISN 16) provides support to the management of the VISN 16 Network Director's Offices and management from VA medical centers in Arkansas, Louisiana, Mississippi, Oklahoma, and Texas. In an effort to enhance its management capabilities, The South Central VA Health Care Network has implemented this semi-annual meeting between the management of each Medical Center located through out VISN 16, which brings the management staffs together to discuss program goals and objectives as well as discuss potential problems and new policies. This solicitation is for a conference facility, sleeping accommodations, and audio-visual and other equipment. This solicitation includes a "light snack" to be determined by the facility management with final approval by the contracting officer. The conference shall occur on Monday, June 9th, through Thursday, June 12th, 2008 in the metropolitan area of Dallas Texas. The conference facility must accommodate approximately 76 people in a single room from June 9th to June 12th 2008. A block of approximately 76 guest rooms are needed from June 9th-12th, not to exceed the Federal Government per diem rate for the Dallas/Ft Worth TX area. The accommodations must provide accessible facilities under the Americans for Disabilities Act, must be FEMA approved, and must meet the following requirements: 1) Availability of guest rooms on the specified dates of June 9th through 12th 2008 for the number of persons stated above (room charges are to be paid via individual travelers' travel cards and are not a part of this anticipated purchase order).. 2) One large general session room to accommodate at least 76 persons with enough tables to position the attendee 2 per six feet of workable table space in classroom style (required only for June 10th) and two (2) breakout rooms to accommodate alt least 25 persons each 2 per six in classroom style 3) Availability and set-up of Audio Visual and Other Equipment, shall include, at a minimum: 1 microphone connected to house sound system, wireless microphone, TV/VCR, projection screen (appropriate for room size) , 4 easels with pads and markers for general session and one each for breakout session, and masking tape. (4) Offerors are to give technical information about sleeping rooms and all other amenities. Offerors must provide past performance references including points of contact and phone numbers for offering the same or similar services within the past 3 years. These must be accessible all four days. These items also must be priced as a per line item for each day. The vendors quote must include the price for "light snacks" for all four days. The resulting purchase order shall be negotiated on a Firm Fixed Price. The Price Schedule shall include Guest Room, Conference room, light refreshments and individual charge per audio/visual equipment (and Set-up) for June 9th through June 12th, 2008. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1 Instructions to Offerors-Commercial (Nov 2007), FAR 52.212-2 Evaluation-Commercial Items (Jan 1999). : Technical Factors: a) meeting all technical requirements such as conference dates, conference space/room requirements, audio visual requirements, light refreshments, number of available sleeping rooms, etc. b) contracting directly with the hotel facility will be considered the better value to the government vs contracting with facilitators/consultants/event planners, etc. c) facilities closer in proximity of the Dallas/Ft Worth airport will be considered the better value to the government. Past Performance: a) successfully meeting the needs of other agencies under previous contracts for the same/similar services within the past 3 years. Price: a) conference space b) audiovisual c) light refreshments, d) sleeping room rate (to be paid under individual traveler's travel card. Technical is more important than past performance. Past performance is more important than price. Technical and Past performance, when combined, are significantly more important than price. The Government will make a single award order containing fixed unit-prices resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
