Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation AG-5A12-S-08-0016 is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24. This acquisition is set aside 100% for small business. The NAICS code is 561730; the corresponding size standard is $6.5 million. DESCRIPTION OF REQUIREMENTS : This solicitation is to accomplish planting of bottomland and riparian sites on five (5) contiguous WRP easements, formerly known as Henderson County Drainage District #3, located in Henderson County, Illinois as follows: Site #1 Tree and Shrub Planting 198.2 acres; Site #2 Prairie Planting with Firebreaks 601.1 acres. Sites were farmed and harvested last year. The current conditions of the sites are corn residue. There is some rutting from harvesting fields in wet conditions. Offeror is to furnish all equipment, labor, transportation, supplies, materials and incidentals necessary to satisfactorily complete the contract in accordance with the solicitation, specifications, and drawings. AGAR 452.211-73, Attachment to Specifications/ Statement of Work is applicable. T he following documents made part of this solicitation and any resultant contract: Construction Specifications, Plan Maps, and Service Contract Act Wage Determination WD 03-0288. CONTRACT LINE ITEMS : Bid Item 1, Mobilization and Demobilization, 1 Job Bid Item 2, Tree Planting, 1 Job Bid Item 3, Prairie/Firebreak Planting, 1 Job The Government contemplates award of a firm-fixed price contract resulting from this solicitation. One award for the aggregate of all items will be made under this solicitation to the responsive and responsible Offeror whose offer conforms to the solicitation and is most advantageous to the Government. The contract performance period is April 21, 2008 through June 5, 2008. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation-Commercial Item is applicable to this acquisition. The following factors are included in paragraph (a) and shall be used to evaluate offers: Work Plan and Schedule, Quality Control Plan, Past Performance on Tree Planting Projects, and Safety Plan. Technical and past performance when combined, are significantly more important than cost or price. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial items, applies to this acquisition. Addenda to 52.212-4 includes: 52.236-6, 52.236-12, 52.237-1, 52.242-15, 52.246-4, 52.246-20, AGAR 452.211-74, AGAR 452.237-74, and AGAR 452.246-70. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The following clauses are applicable in paragraph (b): 52.203-6, 52.219-6, 52.219-8, 52.219-14, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, 52.232-29, and 52.232-33. The following are made part: AGAR 452.204-70, AGAR 452.215-73, and AGAR 452.236-73. GOVERNMENT QUALITY ASSURANCE SURVEILLANCE PLAN. The Government's quality assurance inspection will determine compliance with specifications and provide the basis for computing the rate of payment. The Government quality assurance inspection processes are discretionary. This discretion allows the Government the option of performing ‘walk-through' inspection, random inspection of underground compliance, or full inspection procedures. BASIS OF PAYMENT. After inspection of completed items, the CO will calculate the pay rate for acceptable work. If the quality of tree planting falls below 95 percent then a 1% deduction in payment will be made for every 5% reduction in quality. If the quality falls below 75% then the contractor will be required to take remedial action to improve the quality to a minimum of 85%. A site showing will be held on April 9, 2008, at 10:00 a.m. local time at the Stronghurst NRCS Field Office located at 323 E. Main Street, Stronghurst, IL. After a brief meeting concerning the bidding process and contract requirements, the group will be given a general tour of the planting sites. Offers are due 4:00 pm local time on April 14 at USDA Natural Resources Conservation Service, 2118 West Park Court, Champaign, Illinois 61821. POC Bernita Clark, Contract Specialist. In order to receive complete consideration for award of a contract, prospective contractors are requested to submit offers consisting of a completed technical proposal, cost proposal, and completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items. Any changes to the solicitation will be made only at www.fedbizopps.gov. It is the responsibility of the contractor to check this web address for any posted changes to this solicitation.
