- The Air Force Air Mobility Command (AMC) will issue solicitation Request of Proposal (RFP) FA4452-08-R-0008 on or about 5 May 2008, as an Office of Management and Budget Circular No. A-76 (Revised) Standard Competition in support of the AMC Precision Measurement Equipment Laboratory functions at: Andrews AFB, MD; Dover AFB, DE and Scott AFB IL. FAR clause 52.207-1, Notice of Standard Competition and FAR clause 52.207-3, Right of First Refusal apply to this acquisition. The Headquarters Air Mobility Command (HQ AMC) Precision Measurement Equipment Laboratories (PMELs) are responsible for providing calibration laboratory services; modification, maintenance, repair, calibration, and certification for Test, Measurement, and Diagnostic Equipment (TMDE) including avionics-peculiar support equipment. The Service Provider will provide qualified personnel, equipment, tools, materials, supervision, and other items and services necessary (except Government furnished) to ensure the Air Mobility Command (AMC) Directorate of Logistics is provided with professional metrology, calibration laboratory, and measurement services. Travel to other CONUS locations to support off-base equipment calibrations is required. The acquisition will be conducted in accordance with Federal Acquisition Regulation (FAR) Subpart 15.101-2, Lowest Price, Technically Acceptable Source Selection Process. The contract type for resultant contract will be Firm-Fixed-Price. If the performance decision favors a private sector offeror, a contract will be awarded. If the performance decision favors an agency tender, the Contracting Officer will establish a Letter of Obligation as defined in the Office of Management and Budget Circular No. A-76 (Revised), Performance of Commercial Activities, dated May 29, 2003. A pre-proposal conference will be held to answer any questions regarding this solicitation. The conference is tentatively scheduled for 15 May 2008 in the HQ AMCA7KQ overhead conference room located in Bldg. P40 on Scott AFB, IL. Start time is planned for 1:00 PM. The formal announcement of this Standard Competition was posted to Federal Business Opportunity website 9 August 2007. A sources sought notice, including the draft PWS, was posted to Federal Business Opportunity website on 5 October 2007 (Reference-Number-FA4452-PMEL-07). Requests should be submitted to todd.white@scott.af.mil Solicitation FA4452-08-R-0008 will be set-aside 100 percent for small businesses. The North American Industry Classification System (NAICS) code to be used for this procurement is: 541380, Testing Laboratories with a size standard of $11M. The RFP and subsequent contract will include FAR clauses 52.212-3, Offeror Representations and Certification-Commercial Items, FAR 52.219-6, Notice of Total Small Business Set-Aside. The period of performance is as follows: Phase-in: 1 Dec 2008 through 31 Mar 2009 Basic Period: 1 Apr 2009 through 30 Sep 2009 Option Period 1: 1 Oct 2009 through 30 Sep 2010 Option Period 2: 1 Oct 2010 through 30 Sep 2011 Option Period 3: 1 Oct 2011 through 30 Sep 2012 Option Period 4: 1 Oct 2012 through 30 Sep 2013 Option Period 5: 1 Oct 2013 through 31 Mar 2014 Total performance is 66 months including Phase in Period.
